County Clerk Barbara A. Frank read a letter addressed to the Board from the Assistant Principal of the Watertown High School, Mr. Thomas Gallman, recommending that the Board approve housing of juvenile offenders overnight in the Jefferson County Jail.

The communication was referred to the Law Enforcement Committee and the Corporation Counsel.

 

County Clerk Frank read a letter from Governor Tommy G. Thompson addressed to Mr. Patrick J. Theder confirming the appointment of Mr. Theder as Coroner of Jefferson County.

The communication was ordered received and placed on file.

The County Clerk read a Notice of Public Hearing from the Zoning Committee. Petitions for Zoning changes from the following persons are on the hearing agenda for Thursday, December 18, 1997 at 7:00 p.m.: From Agricultural A-1 to A-3, Rural Residential, Steven P. Pease, Town of Concord; Gerald J. Foust, Town of Ixonia; Lawrence Rupnow, Town of Ixonia; Lynn Staude, Town of Jefferson; Daybreak Foods, Inc., Town of Milford; Terry L. Keyzer, Town of Waterloo. Modification of existing A-3 zones, Julie Short, Town of Koshkonong; Alan Detwiler, Town of Oakland. From Agricultural A-1 to Community, Town of Concord, Town of Concord.

The Clerk read a dog damage claim from Royal Walther of the Town of Jefferson.

The claim was referred to the Agriculture Committee.

Mrs. Turner moved that the minutes of the November 12, 13, and 14, 1997 County Board meetings be approved as corrected. Seconded and carried.

As a Special Order of Business, Ms. Tina Karas of People Against Domestic Abuse addressed the Board. She elaborated on the purposes and goals of the PADA organization.

Mr. Buchanan read Resolution No. 97-72.

WHEREAS, the Jefferson County Board is authorized by law to establish the salary of the County Board Chairperson to be next elected, and

WHEREAS, the Budget Committee has approved a change in the compensation of the County Board Chairperson effective the first day of May, 1998,

NOW, THEREFORE, BE IT RESOLVED that the County Board Chairperson shall be paid a salary of $500 per month (now $400 per month) effective the first day of May, 1998. The County of Jefferson shall pay the required Wisconsin Retirement fund contribution of the employer and the employee, together with the employer's share of the State Life Insurance Plan.

BE IT FURTHER RESOLVED that reimbursement for mileage and other expenses shall be continued in accordance with the existing ordinance.

Fiscal Note: Funds have been provided in the 1998 adopted County Board Budget, Account Number 100.11.511110.

Mr. Buchanan moved that Resolution No. 97-72 be adopted. Seconded.

Mr. Lehmann moved to amend Resolution No. 97-72 by adding the following:

BE IT FURTHER RESOLVED that all County Board members receive a per diem for each meeting attended.

WHEREAS, the Countryside Board of Trustees was authorized by Resolution No. 97-65 passed by the Jefferson County Board of Supervisors on November 14, 1997, to receive bids on Roof A, 1951 east side building, and

WHEREAS, bids were received and opened on December 5, 1997 with the following results:

THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF JEFFERSON, STATE OF WISCONSIN, DOES ORDAIN AS FOLLOWS:

Section 2 of the County Traffic Ordinance (PROHIBITED STOPPING IN CERTAIN SPECIFIED AREAS ON COUNTY TRUNK HIGHWAYS AND ELSEWHERE.) is amended by adding the following:

  • On County Trunk Highway "V" right of way from the centerline of County Trunk Highway "B" and extending northwesterly to the centerline of County Trunk Highway "A".
  • This ordinance amendment shall be effective upon passage, publication and erection of official signs.

    Mr. Maasz moved that Ordinance No. 97-27 be adopted. Seconded and carried by the following roll call:

    Mr. Kovnesky read Resolution No. 97-74.

    WHEREAS, it is advantageous to Jefferson County and the Sheriff's Department to obtain the best price available when purchasing squad cars,

    NOW, THEREFORE, BE IT RESOLVED the Law Enforcement Committee is hereby authorized to participate with the State of Wisconsin and purchase 1998 squads in concert with the state bid.

    Fiscal Note: 1998 replacement squad cars should be committed for purchase in 1997. The police special is in limited production and the window of opportunity will close if the normal purchasing procedure is followed. The Committee will report back to the County Board on the results.

    Mr. Kovnesky moved that Resolution No. 97-74 be adopted. Seconded and carried.

    Mr. Kisow read Resolution No. 97-75.

    WHEREAS, Jefferson County has constructed the Glacial River Recreation Trail from Fort Atkinson south to Koshkonong Lake Road over right of way obtained from Wisconsin Electric Power Company, and

    WHEREAS, the former railroad right of way extending from Koshkonong Lake Road to the Rock County line is owned by the Wisconsin Department of Transportation, and

    WHEREAS, funds are budgeted for extension of the recreation trail from Koshkonong Lake Road to the Rock County line to join the Rock County recreation trail at that point,

    NOW, THEREFORE, BE IT RESOLVED that Jefferson County lease the said abandoned rail corridor from the Wisconsin Department of Transportation for the sum of One (1) Dollar on the terms and conditions contained in the proposed lease.

    BE IT FURTHER RESOLVED that the Clerk is authorized to execute said lease on behalf of the County.

    TO THE HONORABLE MEMBERS OF THE JEFFERSON COUNTY BOARD OF SUPERVISORS

    The Jefferson County Planning and Zoning Committee, having considered petitions to amend the Zoning Ordinance of Jefferson County, filed for public hearing November 18, 1997 as required by law pursuant to Wisconsin Statutes, notice thereof having been given, and being duly advised of the wishes of the town boards and persons in the areas affected, hereby makes the following recommendations:

    APPROVAL OF PETITIONS 556A-81-97M, 1933A-97M, 1937A-97,

    1939A-97, 1940A-97, 1943A-97, 1944A-97,

    1946A-97 AND 1947A-97

    APPROVAL OF CHANGE IN ZONING ORDINANCE DEFINITION FOR CAMPGROUND

    DENIAL OF PETITIONS 1920A-97 AND 1945A-97

    Petition 1920A-97 was filed to create two additional A-3 lots on CTH F, Town of Concord, on property owned by the John Hale Revocable Living Trust. This is recommended for denial because the maximum number of A-3 divisions allowed have previously been granted on the parent parcel.

    Raymond Linsky requested rezoning of one acre along CTH C in the Town of Koshkonong for a new residential building site. This is recommended for denial because the site is made up of prime agricultural soils. An approval under these circumstances would be contrary to the goals and objectives of the Jefferson County Agricultural Preservation Plan, the Jefferson County Zoning Ordinance, and Chapter 91 of State Statutes.

    WHEREAS, the Jefferson County Board of Supervisors has heretofore been petitioned to amend the Jefferson County Zoning Ordinance, and

    WHEREAS, Petitions 556A-81-97M, 1933A-97M, 1937A-97, 1939A-97, 1940A-97, 1943A-97, 1944A-97, 1946A-97, 1947A-97 and the definition of CAMPGROUND had been referred to the Jefferson County Planning and Zoning Committee for public hearing on November 18, 1997, and

    WHEREAS, the proposed amendments have been given due consideration by the Board of Supervisors in open session,

    NOW, THEREFORE, BE IT ORDAINED that the Jefferson County Board of Supervisors does amend the Zoning Ordinance of Jefferson County (and accompanying zoning maps) as follows:

    FROM AGRICULTURAL A-2 TO A-3, RURAL RESIDENTIAL

    Rezone to create a 4.34 acre and a 1.06 acre residential building site, and a 1.04 acre lot with existing home at N841 CTH H in the Town of Palmyra from Parcel 05-16-27-22-001 (6.81 Acres). This action is conditioned upon receipt by Zoning of soil tests for the vacant lots showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map.     FROM AGRICULTURAL A-1 TO BUSINESS

    Rezone Parcel 05-14-21-21-001 (2.196 Acres) to allow for an expansion of the existing body shop and towing service facility. The site is at N1240 Poeppel Road in the Town of Koshkonong. (1937A-97 - John Poeppel)

    FROM AGRICULTURAL A-1 TO A-3, RURAL RESIDENTIAL

    Create a 2.01 acre lot and a 2.62 acre lot near N7081 on Rock Lake Road in the Town of Lake Mills. The proposed lots are made up of part of Parcels 07-13-02-23-001 (1.9 acres), 07-13-02-23-002 (0.89 Acre), 07-13-02-32 (4.2 Acres) and 07-13-03-14-001 (3.7 Acres). This is conditioned upon receipt by Zoning of a soil test for the vacant lot showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map.     Rezone to create a six acre lot with existing home and farm buildings from Parcel 08-15-25-33 (40 Acres). The property is at W2848 Aliceton Drive in the Town of Watertown. Rezoning is conditioned upon approval and recording of a final certified survey map. (1939A-97 - Dale and Nancy Zastrow)

    Create a 1.5 acre lot along Stoney Brook Road from part of Parcel 08-13-29-14 (27.5 Acres) in the Town of Waterloo. Rezoning is conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map.     Rezone to create a five acre rural residential building site at the end of Mode Lane from part of Parcel 06-13-35-34 (40 Acres). The property is in the Town of Oakland and is owned by Richard Seavert. This action is conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map.     Rezone to create two one-acre lots on Vinne Ha Ha Road in the Town of Koshkonong from Parcel 05-13-24-34-026 (13.841 Acres). Rezoning is conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems for each lot, and upon approval and recording of a final certified survey map.     Rezone two acres of Parcel 08-16-09-42-002 (18.794 Acres) to create a new residential building site near N9036 Triangle Road in the Town of Ixonia. This action is conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map.     FROM AGRICULTURAL A-1 TO NATURAL RESOURCES

    Create a 20 acre Natural Resource zone from part of Parcel 06-16-07-13 (40 Acres) near Rome Road in the Town of Sullivan. This action is subject to Planning and Zoning Committee review of the need for certified survey map. (1947A-97 - Floyd Froelich)

    ZONING ORDINANCE REVISION

    Add as additional sentences to the existing definition of CAMPGROUND in Sec. 11.02 of the Jefferson County Zoning Ordinance: "Accessory structures associated with the camping use within designated and approved campsites are limited to one detached deck and one storage shed per site. Decks shall not exceed 400 square feet and shall have no walls and roofs. Storage sheds shall not exceed 100 square feet in size. Floodplain and shoreland overlay districts may provide additional restrictions impacting placement of accessory structures."

    Mr. Lehmann moved that Ordinance No. 97-28 be adopted. Seconded and carried by the following roll call:

    WHEREAS, the Jefferson County Board of Supervisors has heretofore been petitioned to amend the Jefferson County Zoning Ordinance, and

    WHEREAS, Petitions 1920A-97 and 1945A-97 were referred to the Jefferson County Planning and Zoning Committee for public hearing on November 18, 1997, and

    WHEREAS, the proposed amendments have been given due consideration by the Board of Supervisors in open session,

    NOW, THEREFORE, BE IT ORDAINED that the Jefferson County Board of Supervisors does deny Petitions 1920A-97 and 1945A-97 and that no change shall be allowed:

    FROM AGRICULTURAL A-1 TO A-3

    Rezone to create two 11 acre lots near N5682 CTH F in the Town of Concord from Parcel 07-16-22-34-003 (21.840 Acres). (1920A-97 - John Hale)

    Mr. Lehmann requested permission for Mr. John Kopas of the Town of Koshkonong to address the Board. Permission was granted.

    Mr. Kopas addressed the Board regarding his objections to the improvements planned for County Trunk Highway K in 1999.

    Mrs. Schreiber read Resolution No. 97-76.

    WHEREAS, the members of the Jefferson County Board have received numerous letters from residents living along County Trunk Highway K concerning the future improvement of said highway, and

    WHEREAS, it is desirable to acknowledge the correspondence received,

    NOW, THEREFORE, BE IT RESOLVED that the Board requests the Highway Committee and its engineering consultants to give due consideration to the comments of the residents living along County Trunk Highway K when preparing the final plans for reconstruction or improvement of Highway K in 1999.

    Mrs. Schreiber moved that Resolution No. 97-76 be adopted. Seconded and carried.

    Highway Commissioner Jeffrey Haas addressed the Board briefly regarding what the Highway Committee is presently doing on the Highway K matter.

    County Administrator Willard D. Hausen read the following:

    TO THE JEFFERSON COUNTY BOARD OF SUPERVISORS:

    MEMBERS OF THE BOARD:

    Pursuant to Section 59.18 and Section 83.01(c) of the Wisconsin Statutes and County Board Resolution No. 12 approved April 21, 1970, I do hereby reappoint Jeffrey L. Haas to serve as Jefferson County Highway Commissioner for a two year term that will expire on January 1, 2000. I respectfully request confirmation of this appointment.

    By virtue of the authority vested in me by Section 59.18 and Section 45.12 of the Wisconsin Statutes and County Board Resolution No. 12 approved April 21, 1970, I do hereby appoint Harold Senn, 505 South 6th Street, Watertown, Wisconsin as a member of the County Veterans Service Commission for a three-year term that will expire December 11, 2000. Mr. Senn is replacing Gerald Schubert, Watertown, deceased. I respectfully request confirmation of this appointment.

This appointment is for a five-year term and will expire January 1, 2003. I hereby respectfully request confirmation of this appointment.

    Pursuant to Section 59.18 and Section 45.12 of the Wisconsin Statutes and County Board Resolution No. 12 approved April 21, 1970 and Section 3.06(a) of the County Board Rules, adopted April 16, 1996, I hereby reappoint Robert W. Baier, Fort Atkinson, Wisconsin, as a member of the Countryside Home Board of Trustees. This appointment is for a three-year term and will expire on the first Monday of January, 2001. I respectfully request confirmation of this appointment.

    Pursuant to Section 59.18 of the Wisconsin Statutes and County Board Resolution No. 1 approved April 21, 1979, I hereby reappoint Steve Adams, Jefferson, Wisconsin to the Mid-Wisconsin Federated Library Board. This appointment is for a three-year term and will expire on January 1, 2001. I respectfully request confirmation of this appointment.
