County Clerk Barbara A. Frank read a dog damage claim from Fran M. Milton of the Town of Waterloo.

The claim was referred to the Agriculture Committee.

County Clerk Frank read a Notice of Public Hearing for August 20, 1998 from the Zoning Committee.

The notice was ordered received and placed on file.

The floor was opened for Public Comment.

The following persons spoke regarding the proposed Jefferson County Land Use Plan: Dennis Bries and Mike Ruzicka.

Elaine Richmond, Director of the Child Support Agency, gave the annual report for her office.

Thank you for this opportunity to present to you the 1997 annual report of the Jefferson County Child Support Enforcement Agency.

Our agency has faced some very challenging times in 1997 as we continued to learn more new ways of using our KIDS computers. Some of our staff became experts in certain program areas and often participated in statewide work groups or training seminars to share their knowledge with other child support agency workers.

The dominating theme for early 1997 activities was to continue the cleanup of old data that was loaded with our cases as we converted to the Kids Information Data System (KIDS). We completed the bulk of that work about one year after our conversion date.

We then hurried to ready ourselves for the statewide transition from AFDC to W-2. We identified some 60 of our custodial parents and their families that could be affected by this change and reviewed their cases to anticipate the need for quick enforcement action against the non-custodial parents in these cases. When Wisconsin Works (W-2) replaced AFDC on September 1, 1997 we did not experience any unusual interruptions or distractions in the kinds of services we were already providing for our case parties.

On October 11, 1997, the Governor signed into law the 1997-1999 Biennial Budget Act which contained modifications to the Child Support program aimed at increasing efficiency through establishment of a State Directory of New Hires and a statewide, automated system for receipt and disbursement of child support. We have been very involved in preparation for both.

I wish to commend every member of the Child Support staff for their dedicated and loyal service to the enhancement of the program. I am also grateful for the continued support and interest of the County Board Supervisors, Mr. Wilson, and Mr. Hausen. Through our united efforts we continue to be a very successful program.

PROGRAM REPORT

The enactment of the Personal Responsibilities and Work and Reconciliation Act (PRWORA) as federal law on October 1, 1996 provided more than enough work for everyone in child support enforcement in any capacity. Members of the Jefferson County Child Support Agency participated in groups doing business area analysis to develop with the KIDS vendor the new requirements established by PRWORA, such as license suspension or denial, financial asset seizure, and real and personal property liens and seizures to mention a few. There is still legislative rule-making to be completed to facilitate the use of a host of new administrative procedures by Child Support agencies to locate hidden assets and collect past and future child support.

Until we have all these new tools to work with, we continue to work with what we have and were able for the first time to get some preliminary numbers from the statewide computer system to see how we were doing in child support collections. Looking at baseline data for Jefferson County on July 1, 1997, reveals that the average annual ordered amount of child support for fixed or mixed orders was ahead of or equal to the statewide average. Our average annual ordered amount was $2,356.14 as compared to the statewide average of $2,214.65. We cannot account for all orders because the KIDS data does not include percentage expressed orders. In general, for the cases that we can measure, it is typical that the non-IV-D cases (those not currently requesting services of our agency) have higher support amounts. We do have to facilitate their income withholding orders because KIDS is the only way to do it. It is likely that these cases are not in our office for full services because they are in higher income brackets and retain private attorneys.

The overall average annual ordered amount in cases with active orders (excluding percentage expressed orders) is $2,946.04 statewide and $3,633.97 in Jefferson County.

The baseline data was unavailable by county but the statewide debt which included all cases with any balance due other than current support (234,343 in number) was $1,711,703,635 on July 1, 1997. We still have lots of work to do.

All of the non IV-D cases were transferred from the Family Court Commissioner's office to the Child Support Agency early in 1997 to facilitate the interception of UC benefits and to have all income withholding orders coming from the office that has the KIDS program which is the only place they can be processed. Additionally, the preparations were being made to hook up to the statewide New Hire program which automatically puts an assignment in place when a payer starts new employment.

We increased the number of referrals to the District Attorney's office in 1997 and found it very gratifying when one of our long lost negligent parents was apprehended in another state and brought to justice in Jefferson County, Wisconsin. After 17 years of failing to pay child support, this man received an 8 year prison sentence plus probation. When he is released he will still be responsible for more than $55,000 in restitution.

We continue to schedule a minimum of 4 half-days per week in front of the Family Court Commissioners in order to conduct our business of establishing paternities, and establishing and enforcing support. We also facilitate a large number of agreements and more than half of all cases with percentage expressed orders are reconciled in our office without going to court.

On October 14, 1997, the County Board of Supervisors adopted Resolution No. 97-50 which provided for the Jefferson County Child Support Agency to be designated as the County's support collection designee. Thereafter, the first meetings were held by the Building & Insurance Committee and plans were made to expand the agency space into Room 215 of the Courthouse to move those persons from the Clerk of Courts to the Child Support Agency. The County received 100% funding for 4 new pcs, a laser printer, and check printer. New furniture was budgeted out of 100% enhancement funding available to the Child Support program.

The agency staff continued in its aggressive pursuit of increasing collections for another Federal Fiscal Year (FFY 97) between October 1, 1996 and September 30, 1997. Collections increased a healthy 14.17% for a total of $11,223,801.50. We are extremely proud of this effort and continue to work hard for the children whose support comes through the channels of our agency.

SUBJECT: ANNUAL REPORT FOR 1997 FROM THE JEFFERSON COUNTY

VETERANS SERVICE OFFICE

In 1997, Jefferson County's 6,550 veterans, their dependents and/or survivors received a total of $6,980,124.00 in benefits from the Federal Department of Veterans Affairs and the Wisconsin Department of Veterans Affairs.

The office budget totaled $131,293.00 of which $125,140.00 was expended. A grant from the Wisconsin Department of Veterans Affairs in the amount of $5,000.00 was used to offset expenses in the Veterans Service Office.

The "Soldiers and Sailors Relief" or Veterans Service Commission was authorized a budget of $8,985.00 of which $6,066.00 was spent. The Commission was composed of Chairman Charles Lenz, Jr., Jefferson, Gerald Schubert of Watertown and Tim Finn of Lake Mills. Unfortunately, Mr. Schubert passed away last year. His position has been filled by Mr. Harold Senn, also of Watertown.

During 1997, $4,600.00 was allocated for the care of veterans graves and $3,221.00 was spent.

The office staff was composed of Joseph R. Pastor as Veterans Service Officer, Joy Brandt, Deputy Veterans Service Officer, and Phyllis Strauss, Veterans Benefits Specialist.

Steve Grabow, Community Resource Development Agent, addressed the Board, regarding the modifications that the Zoning and Planning Committee is proposing for the Jefferson County Land Use Plan.

Mr. Weiss asked that a vote be taken on the proposed modifications to the Jefferson County Land Use Plan.

Mrs. Groskopf moved that the proposed modifications be tabled. Seconded and carried.

Mr. Buchanan read Resolution No. 98-37.

WHEREAS, effective September 1, 1998, a person who purchases a motor vehicle must display a temporary license plate on the vehicle, and

WHEREAS, the Department of Motor Vehicles wishes to contract with the Jefferson County Clerk as a local agent for issuance of temporary license plates, and

WHEREAS, the Clerk will be compensated at the rate of $5 per temporary license plate issued,

NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Clerk is authorized to contract with the Wisconsin Department of Motor Vehicles to issue temporary license plates.

WHEREAS, in the past, issuance of Department of Natural Resource licenses has been a duty of the County Clerk's office, and

WHEREAS, the Department of Natural Resources has changed the license issuance program to a contract agent relationship, and

WHEREAS, the availability of DNR licenses at the County Clerk's office is a public convenience,

NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Clerk is authorized to contract with the Wisconsin Department of Natural Resources to issue DNR licenses.

WHEREAS, the Jefferson County Parks Committee is interested in obtaining 93 acres on Rock Lake for park purposes, which land is known as "the Korth farm", and

WHEREAS, numerous individuals have expressed the desire to contribute funds to the County to defray the cost of purchase of the Korth farm,

NOW, THEREFORE, BE IT RESOLVED that the County Clerk is authorized to establish an account for receipt of funds donated for the purpose of purchasing the Korth farm.

BE IT FURTHER RESOLVED that all donations received for the purpose of purchasing the Korth farm shall be returned to the donor unless the County enters a binding contract for purchase of said farm within two years of the date hereof.

BE IT FURTHER RESOLVED that any such funds held by the Clerk's office shall not earn interest. The amount returned will equal the amount donated if the Korth farm is not purchased.

(NOTE: The Rock Lake Improvement Association has donated $1,125 toward the cost of appraisals, which sum has been received and will not be refunded.)

Mr. Buchanan moved to amend Resolution No. 98-40 by rewriting the fourth paragraph as follows:

BE IT FURTHER RESOLVED that all donations of $25 or more received for the purpose of purchasing the Korth farm shall be returned to the donor unless the County enters a binding contract for purchase of said farm within two years of the date hereof. Donations received which are less than $25 shall be placed in the Parks Department budget for the purpose of parks improvements.

REPORT TO COUNTY BOARD

As a result of changes in the Medicare program, Countryside Home requests the reallocation of staffing resources within the nursing department as follows:

• Create a new position of Medicare Case Manager/Restorative Nurse

• Eliminate 1 full-time and 2 part-time Nursing Supervisor positions

• Add 2 part-time P.M. staff R.N. positions

• Revise the position title and job description of 3 full-time Unit Care R.N.s to Unit Managers

These changes are requested to be effective October 1, 1998 to allow time for new systems to be put in place prior to the January 1 changes in Medicare.

The Medicare program changes also have an impact on the accounting processes. The request in this area is to change one less than half-time Receptionist position to one full-time Account Clerk/Receptionist effective December 1, 1998. New tasks related to Medicare Consolidated Billing and other record-keeping requirements will be assigned to existing personnel. Entry level bookkeeping and data entry tasks will be reassigned from the current staff to the new position.

WHEREAS, the Personnel Committee has been notified by the Countryside Board of Trustees that it is their wish and intent to reorganize the Countryside Home nursing department by October 1, 1998, and

WHEREAS, the Personnel Committee has been requested to eliminate one (1) full-time and two (2) part-time Nursing Supervisor positions (Grade 13, $16.85 -$21.57 per hr.), and

WHEREAS, the Personnel Committee has been asked for the addition of two (2) part-time P.M. R.N. Staff positions (Grade 22, $14.78 - $18.23 per hr.), one (1) full-time Medicare Case Manager/Restorative Nurse position (Grade 13 - Estimate), and revise the position title and job description of three (3) full-time Unit Care Coordinators (Grade 13, $16.85 - $21.57 per hr.) to Nurse Manager positions (Grade 13 - Estimate).

WHEREAS, after due consideration and study by the Personnel Committee, it is their recommendation that the above requests be approved,

WHEREAS, the Personnel Committee has been requested by the Countryside Board of Trustees to upgrade the current less than half-time Receptionist (Grade 4 - $8.00 per hr.) to that of a full-time Account Clerk I/Receptionist (Grade 4) to be effective December 1, 1998, and

WHEREAS, after due consideration and study by the Personnel Committee it is their recommendation that one (1) Account Clerk I/Receptionist position be allocated at this time,

NOW, THEREFORE, BE IT RESOLVED that the 1998 Budget setting forth position allocations for Countryside Home be and is hereby amended to include one Account Clerk I/Receptionist position, effective December 1, 1998.

WHEREAS, the District Attorney's office has been approved to receive a three-year federal Violence Against Women Act grant to hire a half-time Assistant District Attorney, and

WHEREAS, grant monies will also cover office furniture and equipment including computers, and

WHEREAS, the Personnel Committee has been requested to provide and fund a secretary position at 19 hours per week (Grade 10 - $10.26 per hr.), and

WHEREAS, after due consideration and study by the Personnel Committee, it is their recommendation that the requested position be approved,

NOW, THEREFORE, BE IT RESOLVED that the 1998 Budget setting forth position allocations for the District Attorney's office be and is hereby amended to allocate one secretary position, to become effective upon passage of this resolution.

(Fiscal Note: If future funding for this position is discontinued, the position will be eliminated.)

TO THE HONORABLE MEMBERS OF THE JEFFERSON COUNTY BOARD OF SUPERVISORS

The Jefferson County Planning and Zoning Committee, having considered petitions to amend the Zoning Ordinance of Jefferson County, filed for public hearing January 16, 1997, June 18, 1998 and July 16, 1998 as required by law pursuant to Wisconsin Statutes, notice thereof having been given, and being duly advised of the wishes of the town boards and persons in the areas affected, hereby makes the following recommendations:

Petition 1858A-97 was filed by Erich Heinichen to create an A-2 Agribusiness zone on Hillside Road. This is recommended for denial pending cleanup of the site.

Petition 1079A-89-98M was filed by Clyde Kutz to create an A-2 Agribusiness zone on Star School Road. This is recommended for denial due to the Town's opposition.

Petition 2018A-98 was filed by Robert Weston to create a 1.333 Acre A-3 zoned lot on Thoren Lane and Navan Road. This is recommended for denial because the site is made up of prime agricultural soils.

John Seifert requested rezoning of 5.4 acres on Markert Road with Petition 2019A-98 to allow access to a proposed building site. This is recommended for denial due to the length of driveway proposed through prime agricultural lands, and because regulated wetland areas would have to be crossed for access to the upland.

Warren Petersen filed Petition 2020A-98 to create a one-acre building site on CTH CW in the Town of Ixonia. However, the area is comprised of prime agricultural soils and therefore is recommended for denial.

Petition 2023A-98 was a request by Lois E. Rens to create a 1.05 acre lot around the home at N7089 Shade Lane in the Town of Farmington. This proposed lot, however, is comprised of prime agricultural soils, and therefore the petition is recommended for denial.

WHEREAS, the Jefferson County Board of Supervisors has heretofore been petitioned to amend the Jefferson County Zoning Ordinance, and

WHEREAS, Petitions 2001A-98 and 2003A-98 were referred to the Jefferson County Planning and Zoning Committee for public hearing on June 18, 1998, and Petitions 2015A-98, 2016A-98, 2022A-98, 2024A-98 and 1661A-95-98M were referred for public hearing on July 16, 1998, and

WHEREAS, the proposed amendments have been given due consideration by the Board of Supervisors in open session,

NOW, THEREFORE, BE IT ORDAINED that the Jefferson County Board of Supervisors does amend the Zoning Ordinance of Jefferson County (and accompanying zoning maps) as follows:

FROM AGRICULTURAL A-1 TO A-3, RURAL RESIDENTIAL

Rezone 2.23 acres of Parcels 07-16-06-12-001 (10 Acres) and 07-16-06-21 (50.641 Acres) in order to create two 1.11 acre residential building sites on Northside Drive, Town of Concord. This action is conditioned upon receipt by Zoning of a soil test for each lot showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map. Create a 4.02 acre lot with existing buildings at W1370 Gopher Hill Road, Town of Ixonia, from part of Parcels 08-16-09-14 (40 Acres). This rezoning is conditioned upon approval and recording of a certified survey map for the property. (2003A-98 - Carl F. Jaeger)

Rezone 1.6 acre of Parcel 05-13-12-24 (55 Acres) to create a new residential building site along North Shore Road in the Town of Sumner. This action is conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems, upon elevation work demonstrating dry land access, and upon approval and recording of a final certified survey map for the lot. Create a three acre wooded building site on Anderson Lane in the Town of Hebron from part of Parcel 06-15-30-24 (20 Acres). This action is conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map for the property. Create two, 1 acre lots in non-prime ag soils near the intersection of Christberg Road and Wruck Lane. The sites are on Parcel 07-15-20-34 (28.68 Acres) in the Town of Farmington. This action is conditioned upon receipt by Zoning of a soil test for each lot showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map. A-3 ZONE MODIFICATION

Modify the existing zone to allow creation of a 2.9 acre and a 1.8 acre lot on CTH E near its intersection with CTH P in the Town of Ixonia. The property is part of Parcel 08-16-19-42-003 (15.758 Acres). This action is conditioned upon approval by the County Highway Department for access onto the county highway, upon receipt by Zoning of a soil test for each lot showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map. Mrs. Hoeft, Chair of the Fair Committee, reported that the recent Jefferson County Fair was a great success, crediting the Highway Department for their work at the newly remodeled Fair Park, and also good weather, as contributing factors. She also reported that they expect the remodeling to be complete by November.
