Mr. Fiske moved that the minutes of the April 18, 2000 meeting be approved as corrected. Seconded and carried.

 

County Clerk Barbara A. Frank read a communication from Supervisor Jeffrey D. Martens addressed to Sheriff Quamme advising that he was resigning from the Jefferson County Board due to the fact that he and his family had moved to a location outside District 22.

 

Mr. Hartwig moved to accept the resignation. Seconded and carried.

 

County Clerk Frank read a letter from State Senator Joanne B. Huelsman acknowledging receipt of Jefferson County Board Resolution No. 99-109 pertaining to the Transportation Projects Commission.

 

The letter was ordered received and placed on file.

 

The County Clerk read a communication from the Fort Atkinson Chamber of Commerce advising the Jefferson County Board that the Chamber of Commerce Board of Directors at their April 18, 2000 meeting voted unanimously to urge the Jefferson County Board of Supervisors to help save the Indianford Dam.

 

The communication was referred to Corporation Counsel Phil Ristow and Joe Nehmer, Director of the Parks Department.

 

The Clerk read a memorandum from Sheriff Orval Quamme addressed to Chairman Wilson in which he states that the Juvenile Detention Study Committee has three vacancies due to change in County Board membership and other members moving from Jefferson County. He suggested Mr. Bill Moran to replace Al Foskett; Mrs. Maryanne Wieland to replace Char Neill; and Chief Ronald Klick of Lake Mills to replace Chief Gilbert of Fort Atkinson.

 

Mr. Fiske moved that the appointments be confirmed. Seconded and carried.

 

County Clerk Frank read a Notice of Public Hearing from the Zoning Committee for the hearing to be held on May 18, 2000 at 7:00 p.m.

 

The notice was ordered received and placed on file.

 

No one having registered for public comment, the regular order of business continued.

 

A recount of the committee election ballots from the organizational meeting indicated that six persons received a majority vote of the members present for both the Highway Committee and the University Extension Education Committee, which are five person committees. The Rules provide that in such case an additional ballot is utilized to reduce the number of persons elected so as to equal the number of seats available. An additional ballot for each committee was presented to the full Board with the results as follows:

 

The ballot for Highway Committee was prepared, distributed and tallied with the following results: Mr. Kramer 17, Mr. Ley 13, Mr. Maasz 16, Mr. Piper 17, Ms. Hoeft 17, Mr. Thomsen 19.

 

Mr. Kramer, Mr. Maasz, Mr. Piper, Ms. Hoeft and Mr. Thomsen were declared elected to the Highway Committee.

Case filings for 1999 were up 6% overall from 1998. Criminal/Traffic/Forfeiture filings increased 9%, while civil filings decreased by 4%. Juvenile filings were up 16% from 1998.

 

$1,338,126 was paid over to the State of Wisconsin for fees, including fines, penalty assessment surcharges, court fees, driver improvement surcharges, automation fees, and crime and victim fees, an increase of 6% from 1998. $685,144 was paid over to Jefferson County for its share of fines and forfeitures, an increase of 7% from 1998. $15,500 was disbursed to various county municipalities as their share of municipal traffic revenues. $416,495 was transferred to the Jefferson County Sheriff's Department revenue account for county ordinance forfeitures and its share of state fines and forfeitures, representing an increase of 9% from 1998's figure.

 

As numbers indicate, 1999 was a very busy year for the three Circuit Courts. Judge Randy Koschnick took the bench on August 1 and helped alleviate the case overload of the other three judges. The Courts conducted 42 jury trials over the course of the year, and 238 court trials. 4,498 cases came before the Courts with a stipulated agreement, and 1,177 were dismissed before trial.

The annual report for the Highway Department was presented by Highway Commissioner Jeffrey Haas.

 

Honorable Chairperson, Vice-Chair, and County Board of Supervisors:

 

I am pleased to present the annual financial report for operations of the Jefferson County Highway Department. Included with this report again this year are supplementary reports from the superintendents in charge of maintenance, construction, and shop operations. I will therefore try to limit my comments to an overview of 1999 and allow you to read their reports and the financial information presented herein for the specific details.

 

Our crews performed maintenance and construction activities on the entire County and State Trunk Highway System in Jefferson County, and provided numerous services for other municipalities and units of government. That work amounted to $1,686,819.86 of work for local units of government, that being townships, villages and cities in 1999. This figure compares to $1,966,300.28 in 1998, $1,893,430.56 in 1997, and $1,287,627.98 in 1996.

 

Our excellent working relationship with the County Fair Park Committee continued again in 1999. We appreciate the opportunity afforded our department by the Fair Park Committee by allowing us to be involved on the ground level of the planning efforts which has permitted us to identify areas of the project that Highway Department forces could be utilized in lieu of contracted services. This has proved through the years to be cost effective and helps keep critical timing aspects of the Fair Park operations on schedule. The work performed by our department at the Fair Park totaled $62,062.62 in 1999.

 

We also continued and finished working with the Jefferson County Human Services Department and their consultants on the Workforce Development Center project. We worked with the general contractor, consultants, and Human Services staff this year and assisted in the finishing touches for completion. Work on that project by our crews totaled $139,492.38 in 1999.

 

Working with the Emergency Management and Parks Department over the last several years, our crews performed demolition related functions under the DNR funded Blackhawk Island Floodplain Mitigation Project. Work in 1999 involved 5 parcels, totaling $25,836.27. We also worked with Joe Nehmer and his staff in securing funding for paved shoulders on portions of the County Trunk System, and assisted with reconditioning of the railroad corridor for bike trail development south of the City of Fort Atkinson, paralleling STH ‘26'.

 

Again in 1999 we had a relatively mild season in winter maintenance operations. Although the storms were mild in nature, the frequency of events was close to normal. This resulted in about average salt use, but did not require extensive overtime as major storms can necessitate.

 

Our department continued working with WisDOT on a test program utilizing new equipment and materials. Zero velocity spreaders were used on our two Interstate trucks. Due to the mild and inconsistent nature of the winter season, we will continue to use this equipment and monitor results. We feel that the program will offer positive results in our county. Liquid magnesium chloride solution was used in Jefferson County as an anti-icing agent and a pre-wetting agent. The results of the anti-icing applications are very encouraging. In the first two seasons of use, we have not had a call out for slippery bridges due to frost conditions. The use of MgCl2 as a pre-wetting material still needs additional testing and research.

 

Utilizing funding from the Local Road Improvement Program, we contracted for pulverizing and injection work on CTH "N", north and south of the Jefferson City Limits, and on CTH "Y" from USH ‘18' south and east to South Helenville Road. Contractors performed full depth milling of the existing pavement, graded and compacted the material, and then re-milled the top four inches and injected it with hot foamed asphalt, creating a binder mat in-place. Highway Department forces then paved the roadways with a leveling and surface mat to finish the project. This process is proving to show cost and resource efficiencies. We will be monitoring the performance of the binder mat and anticipate expanded use of the technology in the future. While we have rented similar equipment in recent years, the purchase of a roadway reclaimer for Highway Department use earlier this year will allow us to do the same work on a broader basis on the State, County, and Municipal systems in the area at cost savings to the taxpayers.

 

In conjunction with the CTH "N" project, county forces realigned the intersection of CTH "N" with STH ‘106' improving the safety at the intersection by eliminating sight problems for vehicles. As a point of information, I have been working with WisDOT personnel to incorporate intersection realignment and redesign of turning lanes at the intersection of USH '18' and STH ‘89' west of Jefferson. This intersection has been the site of two fatal crashes in the past year and other serious crashes resulting in serious injury. The segment of STH ‘89' will be pulverized and resurfaced by State contractor this summer, and we hope to include the reconstruction of the intersection into the contract. Our construction forces will be used to assist with work not included in the general contract for resurfacing the highway.

 

We have hired seven new employees in the past two years as a result of retirements within the Highway Department. In anticipation of two retirements this year, we have just completed testing of prospective employment candidates. We are very pleased with the results that our expanded testing program has produced over the past few years. That testing includes skill testing on various types of equipment, a written examination about Commercial Drivers License (CDL) requirements, and an oral interview. Members of our staff perform the testing, sometimes with the assistance of individuals from other county highway departments with expertise in the same areas. For your information, we only accept applications for employment during advertised periods, generally no more than once a year. Out of 150 to 200 applications received, we test about 15 candidates. The testing results are then used to fill any appropriate openings that occur during the following calendar year or so.

 

We continue to improve our employee training programs each year. Our Safety Training Committee consists of management and union representatives who meet on a regular basis. We bring outside training professionals in to put on workshops for small groups on specialized training, such as work zone traffic control and chainsaw safety. We hold an annual Safety Training Meeting for all employees in the spring, and send some employees to workshops sponsored by the UW-Extension Transportation Information Center. A new training method we started using the last two years is called a Snow Plow Driver Roadeo. This event challenges the driver's truck driving and plowing abilities, along with pre-trip inspection techniques, and a written test of CDL knowledge. The top finishers at our in-house event last year competed in a statewide competition sponsored by Aegis and the Wisconsin County Highway Association (WCHA) Summer Highway Conference in Manitowoc, and the top two at that event teamed up to compete together at the American Public Works Association (APWA). This year's in-house event was just completed last week and the three top finishers will compete at the WCHA event in La Crosse in June and the two highest finishers at that event will again team up at the APWA event. If the pair is skilled enough to win the APWA State event, they will win a trip to the APWA National Event.

 

Site improvements necessary to meet our immediate needs continued at our Jefferson Shop in 1999 and will be completed this year. The Highway Committee will be reviewing the results of the Space Needs Study being prepared by OMNNI Associates in the near future. This study will evaluate our existing facility for compliance with various State Codes and compliance regulations and will help us to determine the future facilities needs at our Jefferson Shop. We will be forwarding information to the Building and Insurance Committee and the entire County Board at appropriate times.

 

I appreciate the continued cooperation I have received from the Highway Committee, County Administrator Bill Hausen, and the entire County Board during the past year. With the support of Mr. Hausen and the Highway Committee, I accepted nomination and was elected to the Executive Committee of the WCHA this past January. I am presently serving as Association State Secretary, and will assume the role of Association President in 2002. While the commitment to the Highway Association does take me away from the office on occasion, the return on that investment has already proved to outweigh the commitment of time and will certainly continue to do so in the future. I consider myself extremely fortunate to be associated with a management and clerical staff at the highway department that are skilled and competent, allowing me to divert some of my time to the WCHA in this capacity.

In order to receive aid set forth in the petition, funds for the entire cost of the improvements must be advanced to the County Highway Department before any work can commence. The full deposit or advance must be in the Highway Office no later than June 1, 2000, following the petitioning, by orders of the Highway Committee. If the full deposit or advance is not in the Highway Office by June 1, 2000, the municipality will forfeit its monies for that year.

 

BE IT FURTHER RESOLVED that the County Clerk be instructed to levy the sum of Ninety-three Thousand Seven Hundred Six Dollars ($93,706.00) on all taxable property, the county's share of the cost for such construction and repair work to be collected in the tax roll of 2000.

HIGHWAY COMMITTEE REPORT

Pickup Truck Purchase

 

The Highway Committee normally receives bids from multiple vendors for the purchase of equipment used in maintenance and construction operations. As a general proposition, this provides a competitive bidding process that helps ensure the County is purchasing high quality products at the best price. However, there are occasions when special circumstances arise that give the County an excellent opportunity to upgrade its equipment outside that normal process.

 

In July of 1999 the Highway Committee received bids for two 2000 model 4x4 extended cab pickup trucks. The bid was awarded to Kayser Chrysler of Watertown for the price of $24,134 each. The vendor was supposed to supply us with one truck painted orange to match our fleet colors and one truck color was to be determined. The truck that was to be painted orange has been on back order due to the claim that the manufacturer needed a minimum of 35 identical vehicles on order to be able to paint the special color. In that time, the 2000 model year trucks went out of production, but the vendor assured us that a 2001 model would be supplied at the price bid for the 2000 model year.

 

Recently we were informed that Chrysler would soon end production of the 2001 model year trucks and that our standing order for the pickup needed to be dealt with. Since only one other vehicle of similar style was on the list, the orange color would not be an option. We needed to decide whether to cancel the order or pick another color. In the course of conversation with the sales representative, we expressed our concerns that the delayed delivery of the second unit caused us significant problems and we felt some accommodation was in order. Kayser's representative agreed to contact Chrysler Corporation to see if an additional 2001 model year truck could be offered at the same bid price as the 2000 model year unit previously bid to compensate for the inconveniences. Since we are anticipating the purchase of another unit of this type in the near future, purchase of another one at this time would potentially save the department hundreds, if not thousands, of dollars due to two years worth of price increases.

 

Kayser Chrysler contacted us and confirmed that they could provide us with an additional unit that will be a 2001 model year pickup truck, meeting the bid specifications, at the quoted bid price for the 2000 model year trucks.

 

The Highway Committee believes it is in the best interest of the Highway Department and Jefferson County to purchase an additional unit at this time. Therefore, the Highway Committee recommends approval of the resolution authorizing the purchase of the 2001 model year pickup truck from Kayser Chrysler of Watertown for the bid price of $24,134.

WHEREAS, Section 10 of the County's Purchasing Ordinance provides that, as a general rule, items with a cost in excess of $10,000 will be purchased from the lowest bidder, and

 

WHEREAS, said section permits the Board to waive the bidding process in its entirety when it is impractical, and

 

WHEREAS, the Highway Committee's report concerning the ability to purchase an additional pickup truck as part of the bid received on July 28, 1999, for $24,134.00 demonstrates it would be advantageous to purchase the unit at this time from Kayser Chrysler of Watertown, Wisconsin,

WHEREAS, the Human Services Department has been approved to receive funding, known as Community Reinvestment dollars, that have been made available to counties for the purpose of providing services and programs to W-2 and TANF, (Temporary Assistance for Needy Families), eligible customers, and

 

WHEREAS, the Personnel Committee has been requested by the Human Services Board and the County Board of Health to create two Human Services Community Outreach staff positions (Grade 6 $12.51 to $16.04 per hour) and one Public Health Registered Nurse position (Grade 22U $15.75 to $21.06 per hour) and,

 

WHEREAS, the funds for these positions are available for budget years 2000 and 2001, and no county tax levy dollars would be used in position funding, and

 

WHEREAS, after due consideration and study by the Personnel Committee, it is their recommendation that the above joint request be approved,

 

NOW, THEREFORE, BE IT RESOLVED that the 2000 County Budget setting forth position allocations for Human Services and the Health Department be and is hereby amended to include the above requests, to be effective upon passage of this resolution.

 

Fiscal Note: If future funding for the above positions is discontinued, the positions will be eliminated.

WHEREAS, the proposed amendments have been given due consideration by the Board of Supervisors in open session,

 

NOW, THEREFORE, BE IT ORDAINED that the Jefferson County Board of Supervisors does amend the Zoning Ordinance of Jefferson County (and accompanying zoning maps) as follows:

 

FROM AGRICULTURAL A-1 TO A-3, RURAL RESIDENTIAL

 

Rezone part of Parcel 07-16-11-24-001 (37.001 Acres) owned by Beatrice Feutz to create two new rural residential building sites along East River Road in the Town of Concord. This will allow for two one-acre prime land lots to be created, one on each side of the existing driveway. This acreage does not include that land within the road right-of-way. A modified preliminary certified survey shall be submitted to the Zoning Department. The action is also conditioned upon receipt by Zoning of a soil test for each lot showing sites for installation of both initial and replacement private sewage systems, upon approval and recording of a final certified survey map for the lots and upon recording of an affidavit acknowledging that no more A-3 lots are available on the property. Rezone one acre along Popp Road from Parcel 07-14-28-43 (17.311 Acres); this acreage shall not include that land within the road right-of-way. A revised preliminary shall be submitted locating the lot adjacent to one of the neighboring lots, either north or south of the original proposal. This approval is further conditioned upon receipt by Zoning of a soil test showing sites for installation of both initial and replacement private sewage systems, and upon approval and recording of a final certified survey map for the property. Rezone to create a 2.14-acre lot and a 2.25-acre lot at the intersection of Knoll Drive and CTH F in the Town of Concord. The property is part of Parcel 07-16-35-22-001 (35.770 Acres).
