CITY OF JEFFERSON COMMON COUNCIL MEETING

MARCH 24, 1997

The Tuesday, March 24, 1997, meeting of the City of Jefferson Common Council was called to order at 5:40 p.m. by Mayor Brawders. Members present: Ald. Wagner, Ald. Wendorf, Ald. Carnes, Ald. Polk, Ald. Oppermann and Ald. Beyer. Ald. Rogers and Ald. Wendt were absent. Also present was City Administrator Schornack, City Attorney Scheibel, Police Chief Besel, City Engineer Ludwig and Administrative Assistant Sellnow.

Ald. Wagner, seconded by Ald. Oppermann moved to adjourn to Closed Session pursuant to Section 19.85(1)( c), (e) & (g) of the Wisconsin State Statutes to discuss the hire of an Assistant City Engineer, purchase of public property, and to consult with legal counsel.

On call of the roll, the motion carried unanimously.

Ald. Wagner, seconded by Ald. Oppermann, moved to reconvene to open session.

REzONING FROM SINGLE FAMILY TO MULTIFAMILY

Ald. Beyer introduced Ordinance #10-97 for its first reading.

CITY OF JEFFERSON

ORDINANCE #10-97

An ordinance to amend Section 17.04 (2) of the Municipal Code of the City of Jefferson related to rezoning.

The Common Council of the City of Jefferson, Wisconsin, do ordain as follows:

Section 1. Section 17.04(2) of the zoning map, City of Jefferson, Wisconsin, which is herein made a part, is amended to change district boundaries by deleting the following area from the Single Family (R-1) District and adding said property to the Multifamily (RM) District:

Description: Off of North Jackson Avenue, south of the Jefferson County Fairgrounds

Parcel #: Portions of 06-14-03-44; 06-14-03-44-026; & 06-14-03-44-027

Section 2. This ordinance shall take effect and be in full force after passage and publication as provided by law and notification and attestation of the district boundary changes incorporated herein the zoning map, City of Jefferson.

This is a first reading. The proposed ordinance was referred to the Plan Commission.

 

hire of an assistant city engineer

Ald. Wagner introduced Resolution No. 170.

CITY OF JEFFERSON
RESOLUTION nO. 170

BE IT RESOLVED by the Common Council of the City of Jefferson that the City Administrator is hereby authorized to hire Brett Biwer of Florida, to the position of Assistant City Engineer, at a starting salary of up to $32,000, with eligibility for performance adjustments as per the non-union compensation plan.

Ald. Wagner, seconded by Ald. Carnes moved to approve Resolution No. 170.

Ald. Wagner reported that the Personnel Committee voted unanimously to recommend Brett Biwer.

Roll was then called on Resolution No. 170. On call of the roll, the motion carried unanimously.

1997 mass transit operating assistance contract

Ald. Carnes introduced Resolution No. 171.

RESOLUTION nO. 171

BE IT RESOLVED by the Common Council of the City of Jefferson that the City Administrator is hereby authorized to execute the 1997 State Urban Mass Transit Operating Assistance Contract.

Ald. Carnes, seconded by Ald. Wendorf moved to approve Resolution No. 171. On call of the roll, the motion carried unanimously.

1997 petition for county highway aid

Ald. Wendorf introduced Resolution No. 172.

BE IT RESOLVED by the Common Council of the City of Jefferson that the City Administrator is hereby authorized to execute the 1997 Petition for County Highway Aid.

Ald. Wendorf, seconded by Ald. Polk moved to approve Resolution No. 172. On call of the roll, the motion carried unanimously.

submission of 1997 dam repair grant application

Ald. Oppermann introduced Resolution No. 173.

CITY OF JEFFERSON

RESOLUTION NO. 173

WHEREAS, the City of Jefferson is currently evaluating the rehabilitation of the Rock River Dam, and

WHEREAS, certain dam repairs are required under the State Dam Inspection Program,

WHEREAS, the NR335 Dam Repair fund guidelines, stipulates that a project application must be submitted by April 1, 1997, to be considered, and

WHEREAS, to coordinate necessary dam repairs, with possible fish ladder enhancements, with the Rock River Dam Rehabilitation Project, the City of Jefferson has contracted with R.A. Smith & Associates, Inc. to complete the plans, specifications and grant application, and

WHEREAS, grant funding for necessary dam repairs may not be available in the future, and

WHEREAS, final construction costs will not be known until after bids are received after the initial grant award has been made,

NOW THEREFORE BE IT RESOLVED, that the City of Jefferson Common Council designates the City Administrator as the authorized representative, and empowers the City Administrator to apply for a grant under s.31.385, Stats., and Chapter NR335,

BE IT FURTHER RESOLVED, that the City of Jefferson Common Council agrees to pay a share of the eligible costs which is equal to the total project cost minus the state share, and that the City of Jefferson Common Council reserves the right to accept or decline a possible grant award based on actual bid results when they become available.

Ald. Oppermann, seconded by Ald. Beyer moved to approve Resolution No. 173.

Ald. Oppermann, seconded by Ald. Carnes moved to amend Resolution No. 173 in the fourth paragraph to read, "with possible safety and fish ladder enhancements." The amendment was passed on a voice vote.

Roll was then called on amended Resolution No. 173. On call of the roll, Ald. Wendorf, Ald. Carnes, Ald. Oppermann, Ald. Beyer and Ald. Wagner voted aye; Ald. Polk voted no. The motion carried 5 to 1.

Ald. Wagner, seconded by Ald. Polk moved to adjourn the March 24, 1997 meeting of the Common Council. The motion carried unanimously.

These minutes of the March 24, 1997, meeting of the Common Council are uncorrected. Any corrections made thereto will be noted in the proceedings at which time the minutes are approved.
