The Monday, September 21, 1998, meeting of the City of Jefferson Common Council was called to order at 5:10 p.m. by Mayor Brawders. Members present were Ald. Wagner, Ald. Coffman, Ald. Carnes, Ald. Wenzel, Ald. Stevens, Ald. Johann, Ald. Tennyson and Ald. Beyer. Also present were City Administrator Schornack, City Attorney Scheibel, City Engineer Ludwig and City Clerk/Treasurer Elford.

Ald. Carnes introduced Preliminary Resolution No. 77.
CITY OF JEFFERSON
PRELIMINARY RESOLUTION NO. 77
BE IT RESOLVED by the Common Council of the City of Jefferson, Wisconsin:
33 ft. of Sidewalk, 3,422 ft. of Primary and 2,200' of Secondary Electrical Wiring Extension, and 8 Street Lights Installed in Fairway Place Development
Ald. Carnes, seconded by Ald. Wagner moved to recommend Resolution No. 77.
City Administrator Schornack explained that the Water & Electric Utility has had a receivable for electrical extension work in Fairway Place since May. They are also ready to bill Jeffres L.L.C. for 8 street lights in the subdivision for $5,408.20. There is also a span of 33 feet of sidewalk that needs to be finished in Fairway Place subdivision.
It was explained that the special assessment process is the only option a City has to ensure payment of public works projects. If after the public hearing at the next meeting, the Council votes in favor of the assessments, then an invoice will be sent out to Jeffres L.L.C. They will have 30 days to pay or then the balance due will be put on the 1998 tax roll.
Tonight's resolution is just to authorize the setting up of a public hearing and final resolution for October 6, 1998.
After further discussion, roll was called on Preliminary Resolution No. 77. On call of the roll, the motion carried unanimously.
Ald. Johann, seconded by Ald. Tennyson moved to adjourn the September 21, 1998, meeting of the City of Jefferson Common Council. The motion carried unanimously.
