The Tuesday, August 3, 1999, meeting of the City of Jefferson Common Council was called to order at 7:30 p.m. by Mayor Brawders. Members present: Ald. Wagner, Ald. Coffman, Ald. Oppermann, Ald. Wenzel, Ald. Johann, Ald. Tennyson, and Ald. Beyer. Also present were City Administrator Schornack, City Attorney Scheibel, City Engineer Ludwig, and Police Chief Besel. Absent was Ald. Stevens.

COMMUNICATIONS

Ald. Wagner thanked Ms. Barb Endl for her hard work on the Tomorrow's Hope Relay, he noted that $150,000 was raised.

Ald. Beyer commented that the state bound Legion Post Baseball Team thanked the City for their ongoing support.

 PUBLIC PARTICIPATION

Dave Olsen, Chamber of Commerce Director, commented that the Village of Johnson Creek will be sponsoring a meeting on August 4 at 1:00 p.m. regarding the proposed casino.

Dr. Andy Uhl, 202 North Main Street, addressed the Council regarding the "No Parking" sign south of his office. Dr. Uhl would like the sign removed or a time frame specified for no parking.

Tim Bare, 217 Meadow Court, addressed the Council regarding the traffic on North Main Street. Mr. Bare is concerned about trucks going around vehicles which are stopped to make turns. He feels that this presents a significant safety problem and would like the Council to look into this problem.

CREATION OF sECTION 7.04(4) OF THE cITY OF jEFFERSON mUNICIPAL cODE rELATED TO sPEED LIMITS

Ald. Oppermann introduced Proposed Ordinance #9-99.

PROPOSED ORDINANCE #9-99

 

An ordinance to create Section 7.04(4) of the Traffic Code of the City of Jefferson pertaining to Speed Limits.

The Common Council of the City of Jefferson, Wisconsin, do ordain as follows:

Section 1. Chapter 7.04(4) of Traffic Code of the City of Jefferson is hereby created:

7.04 (4) The following streets shall be posted "30 M.P.H."

* Wisconsin Drive from Hickory Drive to Collins Road

Section 2. This ordinance shall take effect upon passage and publication as

required by law.

This was a first reading.

RESOLUTION nO. 60

BE IT RESOLVED by the Common Council of the City of Jefferson that the consent agenda for August 3, 1999 is hereby adopted.

The consent agenda for tonight includes:

Ald. Wagner, seconded by Ald. Tennyson moved to approve Resolution No. 60. On call of the roll, motion carried by a vote of 6 to 0, Ald Oppermann abstained.

 

 

ADDENDUM NO. 1 TO THE 1999/2000 AFSCME BARGAINING AGREEMENT

Ald. Wenzel introduced Resolution No. 61

 

CITY OF JEFFERSON

RESOLUTION NO. 61

 

BE IT RESOLVED by the Common Council of the City of Jefferson, Wisconsin to approve Addendum No. 1 to the Agreement between the City of Jefferson and Jefferson County Employees Local 655-D, AFSCME, January 1, 1999 through December 31, 2000.

Ald. Wenzel, seconded by Ald. Oppermann moved to recommend Resolution No. 61. On call of the roll, motion carried by a vote of 6 to 1. Ald. Oppermann cast the dissenting vote.

 

TRANSFER FROM SENIOR CENTER FUND BALANCE FOR DESIGN ALLIANCE ASSOCIATES INVOICE

Ald. Johann introduced Resolution No. 62.

 

 

CITY OF JEFFERSON

RESOLUTION NO. 62

 

BE IT RESOLVED by the Common Council of the City of Jefferson that $3,903.75 be transferred from the Senior Center Fund Balance to the Contractual Service Line Item in the Senior Center Budget. This transfer will accommodate the payment of an invoice to Design Alliance Architects for design services and a feasibility study for the proposed Senior Center.

Ald. Johann, seconded by Ald. Tennyson moved to recommend Resolution No. 62. On call of the roll, motion carried unanimously.

Ald. Wagner, seconded by Ald. Tennyson moved to adjourn to closed session pursuant to Sections 19.85(1)(g) & Section 19.85(1)(e) of the Wisconsin State Statutes related to Litigation and Loan Negotiations. Motion carried on a voice vote.

Ald. Tennyson, seconded by Ald. Johann moved to reconvene to open session. The motion carried on a voice vote.

Ald. Johann noted that the Senior's CDBG went into Madison this week. She will also be receiving an enhanced drawing of the proposed senior center.

Ald. Tennyson, seconded by Ald. Wenzel, moved to adjourn the August 3, 1999, meeting of the City of Jefferson Common Council. The motion carried on a voice vote.
