The Tuesday, August 17, 1999, meeting of the City of Jefferson Common Council was called to order at 7:30 p.m. by Mayor Brawders. Members present: Ald. Wagner, Ald. Coffman, Ald. Oppermann, Ald. Wenzel, Ald. Johann, Ald. Tennyson, Ald. Stevens and Ald. Beyer. Also present were City Administrator Schornack, and Deputy Clerk/Treasurer Baumann.

 

COMMUNICATIONS

None.

 

Presentation of audit report—Kim tredinnick

Mr. Kim Tredinnick, representing Virchow, Krause & Company Accounting Firm, reported on the City's 1998 audit. The general fund, as well as all funds and utilities, are in good condition. He stated that the City is ready for Y2K. Accounts receivable balances are to be reviewed.

Mr. Mike Kelly presented information on the Geographic Information System, initiated in 1989. He informed the Council that, ideally, more time is needed to maintain and up-date this system. Geographic Information System provides mapping information on City streets, sanitary sewer mains, and storm sewers. This program enables the City to overlap aerial photos onto other City maps.

 

PUBLIC PARTICIPATION

Ms. Ellen Meidl displayed examples of various playgrounds.

Mr. Willie Kuehl presented a donation of $3000 on behalf of the Watertown Boat Club for boat dock improvements at Rotary Park. The Council expressed appreciation for this generous donation.

 

CREATION OF sECTION 7.04(4) OF THE cITY OF jEFFERSON mUNICIPAL cODE rELATED TO sPEED LIMITS

Ald. Oppermann introduced Proposed Ordinance #9-99.

 

CITY OF JEFFERSON

PROPOSED ORDINANCE #9-99

 

An ordinance to create Section 7.04(4) of the Traffic Code of the City of Jefferson pertaining to Speed Limits.

The Common Council of the City of Jefferson, Wisconsin, do ordain as follows:

Section 1. Chapter 7.04(4) of Traffic Code of the City of Jefferson is hereby created:

7.04 (4) The following streets shall be posted "30 M.P.H."

* Wisconsin Drive from Hickory Drive to Collins Road

Section 2. This ordinance shall take effect upon passage and publication as

required by law.

Ald. Wenzel moved to amend the proposed ordinance to read "25 M.P.H", seconded by Ald. Tennyson. On call of the roll, motion was defeated by a vote of 6 to 2. Ald. Wenzel and Ald. Tennyson voted aye.

 

Ald. Oppermann, seconded by Ald. Tennyson moved to recommend Proposed Ordinance #9-99. On call of the roll, motion carried 7-1. Ald. Wenzel dissenting.

Because of the amount of youngsters in attendance, the suggestion was made by Ald. Tennyson to move up Resolution #71.

 

 

APPROVING COMMUNITY PLAYGROUND STRUCTURE AT Riverfront Park

Ald. Oppermann introduced Resolution No. 71.

 

CITY OF JEFFERSON

RESOLUTION NO. 71

BE IT RESOLVED, by the Common Council of the City of Jefferson that the Council supports the construction of a Community Playground Structure at Riverfront Park.

BE IT FURTHER RESOLVED, that during the fundraising and construction of the structure, The Children's Playland Committee is authorized to utilize the City's tax exempt status.

The Children's Playland Committee will provide the City with a waiver of liability for volunteers, thereby waiving the City of legal liabilities.

Ald. Oppermann, seconded by Ald. Stevens moved to recommend Resolution No. 71. On call of the roll, motion carried unanimously.

 

 

REQUEST FROM GEMUETLICHKEIT DAYS COMMITTEE FOR CITY FUNDS

Ald. Johann introduced Resolution No. 68.

RESOLUTION NO. 68

BE IT RESOLVED By the Common Council of the City of Jefferson, Wisconsin to give $2,000 to the Gemuetlichkeit Days Committee from the General Fund balance.

Ald. Wagner, seconded by Ald. Coffman moved to recommend Resolution No. 68. On call of the roll, motion carried unanimously.

BE IT RESOLVED by the Common Council of the City of Jefferson that the consent agenda for August 17, 1999 is hereby adopted.

The consent agenda for tonight includes:

  1. Special Class B licenses.

Ald. Wagner, seconded by Ald. Tennyson, moved to approve Resolution No. 64. On call of the roll, motion carried unanimously.

 

 

RESOLUTION ACCEPTING 1998 GENERAL PURPOSE FINANCIAL STATEMENTS AND AUDIT

Ald. Beyer introduced Resolution No. 65.

RESOLUTION NO. 65

BE IT RESOLVED by the Common Council of the City of Jefferson that the 1998 General Purpose Financial Statements/Audit Reports are hereby accepted.

Ald. Beyer, seconded by Ald. Johann moved to recommend Resolution No. 65. Motion carried on a voice vote.

 

HYDROELECTRIC GENERATION PLANT FEASIBILITY STUDY

Ald. Tennyson introduced Resolution No. 66.

RESOLUTION NO. 66

 

BE IT RESOLVED by the Common Council of the City of Jefferson, Wisconsin that Tom Reiss is authorized to have a feasibility study done, at no cost to the City, concerning building a hydroelectric plant at the Rock River dam site in Jefferson.

City Administrator Schornack noted that Tom Reiss of Watertown is requesting that the City allow him to have a feasibility study done concerning building a hydroelectric plant at the Rock River dam site in Jefferson. There would be no cost to the City for this feasibility study. Tom Reiss owns and operates the hydroelectric plant on the Rock River at Watertown.

Ald. Tennyson, seconded by Ald.Stevens moved to recommend Resolution No. 66. Motion carried on a voice vote.

 

 

APPROVING JEFFERSON SCHOOL DISTRICT DEVELOPMENT AGREEMENT

Ald. Coffman introduced Resolution No. 67.

 

 

CITY OF JEFFERSON

RESOLUTION NO. 67

 

BE IT RESOLVED by the Common Council of the City of Jefferson that the City Administrator is hereby authorized to sign the development agreement with Jefferson School District.

Ald. Beyer stated that the Finance Committee recommends water and sewer development on Taft Ave. to Linden St.

John Spangler desires water and sewer installation.

After discussion, it was moved by Ald. Wagner and seconded by Ald. Oppermann to amend Resolution #67 to include water and sewer installation. On voice vote, motion denied unanimously.

The amendment to Resolution #67 was then revised to include water, sewer, and sidewalk installation on both sides of the roadway. It was moved by Ald. Beyer and seconded by Ald. Johann to approve this amendment. On voice vote, motion carried unanimously.

Ald. Coffman, seconded by Ald. Wenzel, moved to recommend Resolution #67 as amended. On call of the roll, motion carried unanimously.

 

 

INITIAL RESOLUTION AUTHORIZING $1,600,000 GENERAL OBLIGATION BONDS FOR POLICE FACILITIES

Ald. Stevens introduced Resolution No. 69.

RESOLUTION NO. 69

 

INITIAL RESOLUTION AUTHORIZING $1,600,000 GENERAL OBLIGATION BONDS OF THE CITY OF JEFFERSON FOR POLICE FACILITIES

BE IT RESOLVED that the City of Jefferson, Jefferson County, Wisconsin, borrow an amount not to exceed $1,600,000 by issuing its general obligation bonds for the public purpose of financing the construction of police facilities.

Ald. Stevens, seconded by Ald. Johann moved to recommend Resolution No. 69. On call of the roll, motion carried unanimously.

 

 

RESOLUTION DIRECTING PUBLICATION OF NOTICE TO ELECTORS

Ald. Wenzel introduced Resolution No. 70.

RESOLUTION NO. 70

 

RESOLUTION DIRECTING PUBLICATION OF NOTICE TO ELECTORS

WHEREAS an initial resolution authorizing general obligation bonds to finance the construction of police facilities has been adopted by the Common council of the City and it is now necessary that said initial resolution be published to afford notice to the residents of the City of its adoption;

NOW, THEREFORE, BE IT RESOLVED that the City Clerk shall, within 15 days, publish a notice to the electors in substantially the form attached hereto as Exhibit A in the official City newspaper as a class 1 notice under ch. 985, Wis. Stats.

Ald. Wenzel, seconded by Ald. Tennyson moved to recommend Resolution No. 70. Motion carried on a voice vote.

Ald. Tennyson, seconded by Ald. Stevens moved to adjourn to closed session pursuant to Sections 19.85(1)(g) of the Wisconsin State Statutes related to Litigation. Motion carried on a voice vote.

Ald. Wagner, seconded by Ald.Tennyson moved to reconvene to open session. The motion carried on a voice vote.

Ald. Wagner, seconded by Ald. Stevens, moved to adjourn the August 17, 1999, meeting of the City of Jefferson Common Council. The motion carried on a voice vote.

These minutes of the August 17, 1999, meeting of the Common Council are uncorrected. Any corrections made thereto will be noted in the proceedings at which time the minutes are approved.
