Attending: Dempsey, Guttenberg, Hamann, Lewis, Morgan, Olsen, Schornack, Thomsen and van Lieshout.
1. Call to Order 6:50 a.m. by President Morgan.
2. Approval of Minutes
Motion (Thomsen/Dempsey) to a approve the October 19, 1999 minutes. MOTION CARRIED
3. Open Records Update
Olsen gave an update. All open records requests have been fulfilled with all information currently on file. Board members were asked to look through their files and provide copies to Olsen of anything dated prior to December 1996.
4. Board Membership
Motion (Thomsen/Schornack) to accept resignation of Bob Martin and to appoint Jim van Lieshout to fill his term on the board which will expire at the end of January 2001. MOTION CARRIED
Discussed board terms of office expiring for Dempsey, Hamann, Olsen and Schornack at the end of January 2000. They were asked to inform Morgan of their intentions in serving another term.
Olsen reported how other development corporation boards are selected. Discussed a November 2, 1999 letter to the common council regarding JDC membership and how the board is selected. Morgan will talk to the mayor regarding this issue.
5. Downtown Revitalization Strategic Planning Session
Update was given. The downtown revitalization committee will be giving a presentation to the chamber early next year.
Olsen reported on his attendance at the "Creating the Future Downtown" seminar he attended.
6. North Industrial Park Infrastructure
Discussed the need for another access point to the north industrial park. The current plan is to connect North Industrial Parkway with Dewey Avenue in the middle of the former Dennis Ganser property.
Discussed funding for this project. It was reported that TIF District #2 is doing very well, there are funds in the industrial park development fund and federal ISTEA funds may be available.
Olsen is currently working with three prospects interested in the north industrial park. Two of the prospects have expressed their concern about only one access to the park.
Olsen is working with a prospect for the south industrial park. They toured the park and are looking at their options in both Jefferson and Fort Atkinson.
It was reported that PremierBank property on the corner of Collins Road and South Industrial Parkway did not close and may still be available.
It was suggested that the new water and electric/police department building should generate more interest in that area.
