VILLAGE BOARD MEETING

JANUARY 6, 2000

The regular meeting of the Village Board was called to order at 7:30 p.m. by President Maegli. The Pledge of Allegiance was recited.

Trustees present: Fred Albertz, Robert Kasper, John Maegli, Art Ninmann, Carol O’Neil, Robert Remmel and Elmer Stout. Also in attendance: Village Engineer Craig Kunkel and Administrator Weter.

CONSENT AGENDA

An O’Neil/Kasper motion to approve all items on the consent agenda carried 7-0.

Claims -

General Fund - $216,952.91

Water Utility - $ 21,359.40

Sewer Utility - $ 24,135.13

Personnel and Finance Committee

Wastewater Treatment Plant Financing

An O’Neil/Kasper motion carried 7-0 to direct Kunkel Engineering Group to apply for a DNR Clean Water Fund Loan provided the cost does not exceed $2000.

Disposal of Computer

An O’Neil/Stout motion carried to authorize the sale of a 386 computer to Naomi MacDonald for $20.

Personnel Policy Changes

Chair O’Neil reported Administrator Weter has been directed to send a letter to all village employees notifying them any personal equipment at the garage, hall or wastewater treatment plant must be removed by February 1.

RESOLUTION 1-2000

An Albertz/Kasper motion carried to adopt Resolution 1-2000. Resolution 1-2000 reads in parts as follows:

Whereas, the Village Board received a petition from several residents regarding North Watertown St. zoning November 2,1999;

Whereas, all zoning must be reviewed by the Plan Commission per Village Ordinance 21.1204;

Now therefore be it resolved the Village Board of Trustees requests the Plan Commission to review and make a recommendation on the North Watertown Street zoning districts.

APPOINTMENTS

Plan Commissioner

An O’Neil/Kasper motion carried to appoint Jon Manogue to the Plan Commission to fill the term of Ron Winter which expires in April 2000.

WASTEWATER TREATMENT PLANT BIDS

An Albertz/Kasper motion carried 7-0 to direct Kunkel Engineering Group to solicit bids for the wastewater treatment plant expansion.

ANY OTHER BUSINESS

LRIP Grant Application

An O’Neil/Kasper motion carried to adopt the Director of Public Works’ recommendation to submit the LRIP grant application to the Department of Transportation using the funds for the Aztalan Street project provided the project is not constructed until 2001. This is a matching grant with estimated funds of $3921 to be applied towards at least a $7800 project.

The meeting was adjourned at 7:54 p.m. on an Albertz/Kasper motion that carried.

SPECIAL BOARD MEETING

JANUARY 20, 2000

The meeting was called to order at approximately 6:00 p.m. In attendance: Maegli, Albertz, Kasper, Ninmann, O’Neil, Remmel and Stout. Also in attendance: Attorney Hammes and Administrator Weter.

RESIGNATION OF ADMINISTRATOR/CLERK-TREASURER

An O’Neil/Stout motion carried 7-0 to accept the resignation of Judy Weter as Administrator/Clerk-Treasurer effective January 21, 2000.

CLOSED SESSION

An O’Neil/Stout motion carried 7-0 to return to closed session pursuant to Wisconsin Statutes 19.85(1)(b) and (c).

After some discussion, an O’Neil/Remmel motion carried to reconvene in regular session carried 7-0.

An O’Neil/Albertz motion carried to appoint Joan Dykstra, the current Deputy Clerk-Treasurer, as interim Clerk-Treasurer.

An O’Neil/Albertz motion carried 7-0 to designate President John Maegli as the interim Administrator.

RESOLUTION 2-00

Resolution 2-00 was adopted 7-0 on a O’Neil/Kasper motion that carried. Resolution 2-00 establishes temporary pay rates for the interim clerk-treasurer and office secretary.

REPLACEMENT OF ADMINISTRATOR

A Ninmann/Kasper motion carried 7-0 to authorize the Village Administrator to execute a contract with Public Administration Associates, LLC of Oshkosh to assist the village in their search and selection of a Village Administrator.

The meeting was adjourned at approximately 7:05 p.m. on a Remmel/Kasper motion that carried.

PUBLIC NOTICES

Village Hall Hours

The Johnson Creek Village Hall is now open on Wednesday mornings. The hall hours are 8:00 a.m. - 4:00 p.m., Monday - Friday.

Johnson Creek Public Library Hours

The Johnson Creek Public Library has new hours. They are:

Monday, Tuesday and Wednesday - 12:00 p.m. to 8:00 p.m.

Thursday and Friday - 10:00 a.m. to 6:00 p.m.

Saturday - 10:00 a.m. to 1:00 p.m.
