VILLAGE BOARD MEETING
November 2, 2000
The regular meeting of the Village Board was called to order at 8:00 p.m. by President Maegli. The Pledge of Allegiance was recited.
Trustees present: Robert Kasper, Arthur Ninmann, Carol O’Neil, Robert Remmel, and Elmer Stout. Absent was Trustee Fred Albertz. Also in attendance: Attorney Hammes, Engineer Kunkel, Administrator Gamble, and Clerk Treasurer Dykstra. Others in attendance: Chris Olszweski and Mrs. Francis Morse.

Sludge hauling
A Remmel/Kasper motion carried 6-0 to accept the committee’s recommendation to approve the contract for sludge hauling with United Waste Recycling.
Pay rates for office staff
A Remmel/Kasper motion carried 6-0 to accept the committee’s recommendation to approve the pay rates for the office staff thru Resolution 30-00.
Approve payment #6 to Staab Construction
A Remmel/Kasper motion carried 6-0 to accept the committee’s recommendation to approve payment #6 to Staab Construction for WWTF improvements in the amount of $463,237.00.
Purchase of laser printer
A Remmel/Kasper motion carried 6-0 to accept the committee’s recommendation to approve the purchase of a laser printer.
Contract with Humane Society
A Remmel/Kasper motion to accept the committee’s recommendation to approve the contract with Jefferson County Humane Society at the same rate as 2000.
Employee holiday gift certificates
A Remmel/Kasper motion carried 6-0 to accept the committee’s recommendation to approve employee holiday gift certificates of $20 for non-benefit employees and a $50 gift certificate to employees who receive benefits.
Award bid for Utility Building
A Remmel/Kasper motion carried 6-0 to accept the committee’s recommendation to award the bid for the Village Utility Building to General Contractors, Inc., Verona, WI for a total price of $555,500. The total bid included an alternate bid of an additional $1,200 to add brick and alternate bid #2 was to deduct $5,500 for windows that slide, in lieu of casement windows.

Park-n-Ride
A Kasper/O’Neil motion carried 6-0 to accept the committee’s recommendation to have Administrator Gamble work with the DOT concerning the park-n-ride and maintenance of it.
Protection & Welfare
Homecoming problems
A Remmel/Ninmann motion carried to accept the committee’s recommendation to meet with Chris Olzweski and the Johnson Creek School Board to discuss the same at the next Protection and Welfare meeting.
Resolve recycling grant problems
A Remmel/Ninmann motion carried to accept the committee’s recommendation to have Administrator Gamble contact John’s Disposal concerning the garbage recycling problems as to the noise, individuals going thru others garbage, the possibility of tagging garbage that is not in compliance, etc. and to contact the attorney if an ordinance must be drafted.
Plan Commission
Two-lot CSM for McDonalds
An O’Neil/Kasper motion carried 6-0 to accept the Commission’s recommendation to approve the two-lot CSM for McDonalds contingent on a crossroads access between Lots 1 and 2 showing on the face of the CSM.
Preliminary plat and grading plan (modified) for Chapel Hill Subdivision
An O’Neil/Kasper motion carried 6-0 to accept the Commissions recommendation to approve the preliminary plat and grading plan (modified) for Chapel Hill Subdivision contingent on approval from Kunkel Engineering
ETZA land split for Dalen Soholt (Town of Farmington)
An O’Neil/Kasper motion carried 6-0 to accept the Commissions recommendation to approve the Extra-Territorial land split for Dalen Soholt at N7282 CTY Y (Town of Farmington) subject to changing the right of way on the CSM along CTY Y from 33 feet to 50 feet. This would be consistent with the Villages official map.
Resolution 30-00
An O’Neil/Kasper motion carried to adopt Resolution 30-00 for Office Employee Wage Rates.
Licenses
An O’Neil/Kasper motion carried to approve the Liquor License for Carole A. Reynolds DBA John-John’s Rib House at 350 N. Watertown Street.
Appointments
An O’Neil/Kasper motion carried to approve Josie Loftus as an Election Inspector. An O’Neil/Kasper motion carried to approve Joan Dykstra as an Election Tabulator.
Mission Statement
A Remmel/Kasper motion carried to approve the Mission Statement for the Village of Johnson Creek that states: The Mission of the Village of Johnson Creek is to preserve its strong sense of community while fulfilling its destiny as the Crossroads With A Future by treating everyone with respect, conducting ourselves ethically, honestly, and with integrity, and delivering high quality programs and services in a fiscally responsible manner.
New start time for Village Board Meetings
A Kasper/Stout motion carried to approve a 6:30 p.m. start time for all monthly Village Board Meetings.
Village Hall Holiday Hours
A Stout/Kasper motion carried to approve the following Village Hall Holiday Hours that the Village Hall will be closed: Monday, December 25, Tuesday, December 26, open until 12:00 December 29th and closed Monday, January 1, 2001.
The meeting was adjourned at 8:12 p.m. on a Stout/Kasper motion that carried.

PUBLIC NOTICES
Holiday Hours
NOTE: The Village Hall and The Public Library will be closed Thursday and Friday, November 23 and 24 due to the Thanksgiving Holiday.
The library will be open Saturday, November 25 from 10:00 a.m. to 1:00 p.m.
Regular hours will resume Monday, November 27 at noon.
Winter Parking
The winter parking ordinance prohibits parking on streets and alleys whenever it snows 1" or more OR when Village employees are required to treat the streets between the hours of 2:30a.m. Through 7:00a.m. OR until the streets and alleys have been cleared curb-to-curb or edge-to-edge. The Police Department will ticket and may tow, at the owner’s expense, any vehicle not in compliance with this ordinance. The fine for this violation is $38 for the ticket plus the cost of prosecution and the towing charges.
Village Board Positions
Anyone interested in running for one of three trustee positions or the Village President position should contact the Village Clerk’s office. The final day for filing nominations papers is January 2, 2001.
Holiday Garbage Pickup
Due to the Thanksgiving holiday, garbage pickup will be Friday, November 26.
Johns Disposal is asking all village residents to please place refuse and recycling the night before. The routes tend to be shorter during holiday pickups due to residents traveling and not using Johns services. There, they may arrive at your residence earlier than normal. This will assure that your refuse and recycling are not missed!!
Senior Citizen Christmas Party
The Senior Citizen Christmas Party will be held on Tuesday, December 12 at the Village Hall from 1:00p.m. to 3:00p.m. All Senior citizens who are residents of Johnson Creek are invited.
