VILLAGE BOARD MEETING
JANUARY 4, 2001
President Maegli called the regular meeting of the Village Board to order at 8:00 p.m. The Pledge of Allegiance was recited.
Trustees present: Fred Albertz, Robert Kasper, John Maegli, Arthur Ninmann, Carol O’Neil, Robert Remmel, and Elmer Stout. Also in attendance: Village Administrator Rian Gamble, Village Attorney James Hammes, Village Engineer Craig Kunkel and Clerk-Treasurer Joan Dykstra. Also in attendance was Lloyd Schultz.

Committee Recommendations to the Village Board

Residency policy for Village employees
An O’Neil/Stout motion carried 4-2-1 to accept the committee’s recommendation to approve the residency policy for Village employees. O’Neil and Remmel voted no and Albertz abstained.
Payment #8 to Staab Construction
An O’Neil/Kasper motion carried to accept the committee’s recommendation to approve payment #8 to Staab in the amount of $135,492.00.
Transfer to restricted cash account
An O’Neil/Kasper motion carried to accept the committee’s recommendation to authorize transfer to Village restricted cash account per Resolution 01-01.
EZ pour Melter and Pavement Cutter
An O’Neil/Kasper motion carried to accept the committee’s recommendation to purchase the EZ Pour Melter and Pavement Cutter.
Public Works Employee Issues
An O’Neil/Kasper motion carried to accept the committee’s recommendation to have the Administrator take necessary action concerning the Public Works employee issue.
Improvement & Services
Flooring/Ceiling at WWTP
An O’Neil/Albertz motion carried to accept the committee’s recommendation to approve the additional expenditure of $7,100 for flooring and ceiling work at the WWTP.
Utility Relocation Extension
A Kasper/Remmel motion carried to accept the committee’s recommendation to award the contract for Hwy 26 utility relocation extension to Heartland construction of Baraboo, WI for $69,045.50 for completion by June 2001.
Protection & Welfare
County Drug Taskforce
An Albertz/Maegli motion carried to accept the committee’s recommendation to approve the request from Sgt Milbrath to participate in the County Drug Taskforce using 174 man-hours with the Village cost being $565.89, using an officer that is not employed with the Village of Johnson Creek.
Fine for Polydyne
A Kasper/Remmel motion carried to accept the committee’s recommendation to (1) impose a fine on Polydyne, Inc. of $1,000 a day for 21 days for discharge of paint into the Village’s sanitary sewer system, (2) require Polydyne to install a sanitary sewer sampling manhole immediately in conformance with Village requirements and (3) recoup all costs relating to personnel, consultant services, and any damages to the WWTP.
Plan Commission
McDonald’s color/material selection
An O’Neil/Albertz motion carried to accept the commission’s recommendation to approve the color and material selection for McDonald’s contingent on a signed developers agreement.
Pottery Shop
An O’Neil/Albertz motion carried to accept the commission’s recommendation to approve the alternate site plan and include the wood siding, a metal roof for the Pottery Shop at 140 ˝ N. Watertown Street and all required improvement to the parking lot, and any and all other exterior aesthetic and maintenance improvements be fully in place prior to opening the site for customer use.

A Kasper/Albertz motion carried to adopt Ordinance 01-01 Transferring to the restricted cash account.
An Albertz/Remmel motion carried to adopt Ordinance 02-01 to Cancel and Rescind the Special Assessment Resolution No. 15-99 (West Side Assessment District).
Licenses
Operator’s License for Kelli A. Wilde (Jack’s or Better)
An O’Neil/Kasper motion to accept the Operator’s License for Kelli A. Wilde at Jack’s or Better.
Support letter for JCEDC
An O’Neil/Kasper motion carried to accept the commission’s recommendation to draft a letter of support for the Jefferson County Economic Development Corporation.
A Stout/Remmel motion carried to adjourn at 8:10 pm.

Christmas Tree Pick Up
The public works department will be picking up Christmas trees Monday, January 8, weather permitting. The last date trees will be picked up is Monday, January 22.
Winter Parking
The winter parking ordinance prohibits parking on streets and alleys whenever it snows 1" or more OR when Village employees are required to treat the streets between the hours of 2:30a.m. Through 7:00a.m. OR until the streets and alleys have been cleared curb-to-curb or edge-to-edge. The Police Department will ticket and may tow, at the owner’s expense, any vehicle not in compliance with this ordinance. The fine for this violation is $38 for the ticket plus the cost of prosecution and the towing charges.
"ADOPT-A-HYDRANT" PROGRAM
The Johnson Creek Water Utility is asking residents and community businesses to adopt their neighborhood fire hydrants. They can do this by clearing accumulated snow around hydrants near their homes and places of employment.
Snow removal around all the systems fire hydrants is the responsibility of utility employees, but during winter storms, hydrants may become buried for sometime before utility crews reach all hydrants in the system.
By taking a few minutes to clear your "adopted" hydrants, you’ll be assisting both the water and fire departments.
The house you save might just be your own!

DOG LICENSES
All dogs must be licensed each year; current licenses expire on December 31, 2000. To obtain new or renewal licenses, please bring the certification of vaccination for each dog along with the following payment, (separate from you real estate tax payment.)

If a license is not obtained before March 31, 2001, there will be a $5.00 late fee charged per dog.
