VILLAGE BOARD MEETING

APRIL 5, 2001

President Maegli called the regular meeting of the Village Board to order at 6:55 p.m. The Pledge of Allegiance was recited.

Trustees present: Fred Albertz, Arthur Ninmann, Carol O’Neil, Robert Remmel and Elmer Stout. Absent: Robert Kasper. Also in attendance: Village Administrator Rian Gamble, Village Attorney James Hammes, Village Engineer Craig Kunkel and Clerk-Treasurer Joan Dykstra. Others in attendance: Mrs. Morse, Vicki Zick, Doug Zick, Lloyd Davis, Duane Pippenger, Dianna Pippenger, Joyce Kopp, Eric Solberg, John Hartwig, Sr., Dorothy Hartwig, Audrey Remmel, Jim Hartwig, Douglas Orcutt, Roscoe & Sharon Wolff, Glen & Sandra Kellner, Dan & Kathy Biwer, Cindie Maegli and several others.

Payroll and Administrative functions for future full-time EMS employee.

An O’Neil/Albertz motion to approve the Committee’s recommendation for payroll and administrative functions to the future full-time EMS employee.

Payment #3 for GCI General

An O’Neil/Albertz motion carried to approve the Committee’s recommendation for Payment #3 to GCI General contractors in the amount of $53,239.46

Payment #11 for Staab Construction

An O’Neil/Stout motion carried to approve the Committee’s recommendation for Payment #11 to Staab Construction in the amount of $39,002.00.

Improvements to Pine Cone site

Pine Cone site will be referred back to the Improvement and Services Committee for further discussion with a representative from the Pine Cone present.

Conditional Use for Kohl’s Department Store.

An O’Neil/Stout motion carried to approve the Commission’s recommendation to approve the Conditional Use for Kohl’s Department Store.

Site Plan for Kohl’s Department Store.

An O’Neil/Albertz motion carried to approve the recommendation of the Commission for the Site Plan for Kohl’s Department Store.

Modified Site Plan for Menard’s.

An O’Neil/Stout motion carried to approve the recommendation of the Commission to approve the modified Site Plan for Menard’s. This modified plan is to make the entrance a more focal point with a larger entrance, more windows added to the front of the store, and eliminated the previous outdoor display area.

Concept Center Plan and Roadway plans for Menard’s.

An O’neil/Ninmann motion carried to approve the recommendation of the Commission to approve the Concept Center Plan and Roadway plans for Menard’s.

Conceptual Land Use Plan for Rehm Property (Hotel Waterpark).

An O’Neil/Stout motion carried to approve the recommendation of the Commission to approve the Conceptual Land Use Plan for Rehm Property (Hotel Waterpark).

CSM Land Split for Johnson Creek Travel Plaza (Hardee’s / Citgo)

An O’Neil/Albertz motion carried to approve the recommendation of the Commission for the CSM Land Split for Johnson Creek Travel Plaza (Hardee’s / Citgo) contingent on a signed Developer’s Agreement. This Developer’s Agreement will include the 25% share of special assessment obligations from TIF improvements.

ETZA Land Split for Jim Erb (Town of Milford).

Developer’s Agreement with Menard’s

An O’Neil/Albertz motion to approve the Developer’s Agreement with Menard’s.

Maintenance Agreement Addendum for Park and Ride

A Remmel/Stout motion carried to approve the addendum to the maintenance agreement for the Park and Ride. This addendum to the agreement states that the State shall be responsible for maintaining the lighting system and lot maintenance.

April 16th Annual Village Board Meeting

The Village Board Annual Meeting will start at 6:15 p.m.

Vacating Unpaved Alleyways in the Village

An O’Neil/Stout motion carried to vacate the following unpaved alleyways in the Village: East of Jefferson Street (south of Aztalan Street), South of Ashland Drive (east of Union Street), West of Union Street (south of West Street), South of Eden Street (west of Union Street).

A Stout/Ninmann motion carried to adjourn at 7:28 p.m.

COMPOST AND BRUSH PICKUP

Compost dates are April 16, May 7 & 21, June 4 & 18, July 2 & 16, August 6 & 20, September 3 & 17, October 1 & 15, November 5 & 19 (Depending on Weather).

Brush dates are April 9, May 14, June 11, July 9, August 13, September 10, October 8, and November 12.

PUBLIC LIBRARY HOURS

The Johnson Creek Public Library will be closed Friday, April 13, 2001, but will maintain normal business hours on Saturday, April 14 from 10 a.m. till 1 p.m.

VILLAGE HALL HOURS

The Village Hall will be closed Friday, April 13, 2001.

RUMMAGE-O-RAMA

The all Village Rummage-o-Rama is scheduled to take place on Saturday, May 5, 2001.
