President Schacht called the Village Board Meeting to order at 7:00 PM. The meeting is being held in compliance with Wisconsin Open Meetings Laws. Board Members present—Craig Schacht, John Lawson, Susan Phillips, Mark Stella, Patricia Lueker.

Others present—Steve Pease, Tom Renner, David Arnott, Valentin Blatz, Vincent Blatz, Kathy Flood, Sebastian Weber, Brian Mattke, Thomas Marks, William Kehoe.

The minutes of the January 4,2000 meeting were approved as presented.

The Treasurer’s Reports were reviewed and approved as presented.

The Budget Comparisons were approved as presented.

The following Fire Department Reports were presented—

President Schacht reported to the board that Ruekert and Mielke has done a very preliminary study of the fire department building. Ruekert and Mielke is looking for board approval to proceed with evaluating the fire station site and building for possible renovation and expansion to accommodate current and future fire department needs. The cost to do this will not exceed $4,500.00. Motion by Stella to have Ruekert & Mielke complete the study for a cost not to exceed $4,500.00. Seconded by Schacht. Roll Call vote-Stella-yes, Lawson-yes, Lueker-yes, Phillips-yes, Schacht-yes. Motion Carried.

 

Fire Chief Steve Pease reported that the new fire truck is here. However, there are some things on the truck that need to be changed. Therefore the truck will be going back to Stainless Repair for a couple of days.

 

The truck that was sold has not been picked up as of yet. The monies from the sale were to be used for the adjustments of the new truck. President Schacht stated that if the fire department runs short of money during this process, funds might have to be moved around from the village.

 

Motion by Lueker to grant an Operator’s License to Michael E. Bennett (Pourman’s). Seconded by Stella. All in favor. Motion Carried.

 

Thomas Marks, building inspector, appeared before the board concerning the proposed Occupancy Bond Ordinance. Thomas Marks reported that the $1,000.00 deposit requirement was standard in many communities. It would deter people from moving into a new home before the final occupancy permit is granted. Since the ordinance change is a Zoning Code Ordinance, it requires a public hearing. President Schacht stated that the public hearing would be held on Tuesday, March 6,2000 at 6:45 PM.

 

Thomas Marks wanted to know the board’s position pertaining to the cleanup of the burned property on Front Street. Thomas did not think that is within is authority, but would be the village board or health department. President Schacht reported that the fire chief has given the owner written permission to start cleaning the debris up. President Schacht also stated the owner is looking into different types of government assistance programs for rebuilding.

 

There is no Parks, Buildings, Grounds & Safety Committee (Lawson, Phillips) reports this month.

 

There is no Streets, Sidewalks, Sewer, Utilities & Recycling Committee (Phillips, Lueker) reports this month.

 

There is no Budget, Finance, Legal Affairs Committee (Lueker, Stella) reports this month.

 

There are no Personnel Committee (Stella, Schacht) reports this month.

 

There are no reports this month from the Public Works Department.

 

The following Unfinished Business was brought before the board—

 

Tom Renner and David Arnott, representing Ruekert and Mielke, engineers, presented the Village of Sullivan Wastewater Treatment Facility Upgrade Summary. The following listing is the recommendations to the board for the upgrade—MISCELLANEOUS BUILDING IMPROVEMENTS - *tuck-point the exterior (northwest digester wall) *replace north windows with slide-by type windows *install new roof *clean ceiling grid in office and laboratory *replace ceiling tile in office & laboratory *clean ceiling in washroom *clean & polish floor tile in office & Laboratory *replace main front door *replace door in back of garage *install new man door to garage *replace lighting in office laboratory and garage *install two windows in each overhead garage door *install stair non-skid treads for stairs leading to pump room and raw sewage pump room; PAINTING - *exterior control building *interior control building-except utility room & chlorine room *interior garage *exterior garage doors *exterior doors & door frames, bollards *exterior steel grating adjacent to primary & secondary clarifiers *equipment & piping *staircases & handrails *immersed steel in clarifiers & sludge digester *inspect immersed concrete in clarifiers & oxidation basin after blasting; HVAC BUILDING IMPROVEMENTS - *add air conditioning units to office & laboratory *replace existing boiler with higher efficiency unit in equipment room *replace existing gas fired unit heater with higher output unit *install two destratification fans in garage *install two port holes for engine exhaust in existing garage doors *purchase welding exhaust filtration unit for use during welding operations in garage *replace existing louver and damper in equipment room with new units *replace exhaust fan in pump room, interlock fan with dampers; PLUMBING BUILDING IMPROVEMENTS - *replace water heater *provide soft water to garage(hot & cold) *replace existing facet in washroom *replace existing facet in equipment room; SITE IMPROVEMENTS - *replace yard hydrant with self draining type *replace trickling filter building *install new yard light *install gate on north side of property fence *install door stoop with frost footing *install sidewalk section for oxidation basin/final clarifier *grading, clearing, sodding; PROCESS IMPROVEMENTS - *replace two existing primary effluent pumps, add larger diameter impeller for greater capacity *replace existing sludge pump and associated valves & piping in pump room *replace drive unit for sludge collectors *demolish chlorine basin and associated piping *install new metering manhole and associated effluent piping *replace internal bearings & seals for trickling filter rotary distributor *replace sludge drawoff station piping *install 7.5 hp disc aerator for oxidation basin *clean out and inspect digester *replace engine block heater on emergency generator, inspect *install temperature readout for sludge heat exchanger in equipment room *perform factory inspection of gear box for final clarifier *drain and inspect mechanical aspects of final clarifier; INFORMATION/CONTROL SYSTEMS - *install SCADA system with interface to pump stations – capture runtime of pumps, ability to historically archive , capture alarms, ability to historically archive, capture effluent flow rate, ability to interface with pump stations; *add new dialer with multiple exchange capability *change MCC-2 for modified and or new equipment *revise MCP; PALMYRA STREET PUMP STATION SUMMARY - *install permanent generator with generator building *existing pump control panel to remain in dry well *bring electrical service and transfer switch inside building *use existing grave drive, install asphalt walkway.

 

The rough estimated cost of the project would be around $480,000. The proposal has to be approved by the board and then goes to the Department of Natural Resources for approval. The board had questions regarding the proposal. The board decided it wanted a separate night to discuss the wastewater treatment plant upgrade proposal with Ruekert & Mielke and also with William Mattke. President Schacht will decide on a meeting date and the Clerk/Treasurer will send out a meeting notice when the date has been set.

 

The following ‘Citizen Participation’ was brought before the board—

 

A written complaint form was presented to the board. The complaint concerned the speeding on Palmyra Street for safety reasons of children getting on and off the school bus, walking or biking. A suggestion was made to have radar or the unscheduled presence of the law. The board discussed the matter. President Schacht is to contact the Jefferson County Sheriff’s Department regarding speeding on Palmyra Street, Hwy F, and in front of Sullivan Elementary School on Bakertown Road.

 

The board addressed the following New Business—

 

President Schacht presented a configuration change of the Plan Commission per the new Wisconsin State Laws-Sec. 62.23(1)(a)(d) and 62.09(3)(e) and 62.11(3)(b). The changes of the law are available in the publication ‘The Municipality’, January 2000 issue for the board. The board had received copies. Some discussion by the board took place. Motion by Schacht to delete the present section 2-4-4(a)(b) of the Village of Sullivan Code of Ordinances and adopt the new state law section 62.23(1)(a)(d) and 62.09(3)(e) and 62.11(3)(b) pertaining to the Plan Commission. Seconded by Stella. Roll Call Vote – Stella-yes, Lawson-yes, Lueker-yes, Phillips-yes, Schacht-yes. Motion Carried.

 

Clerk/Treasurer Horton would like confirmation from the board that they want to prepay the two state trust fund loans that are outstanding. The money was budgeted for prepayment but board authorization is required. Motion by Schacht to make a prepayment and pay in full the loan for the 1992 Recycling Building in the amount of $14,587.00 and to make a prepayment and pay in full the

loan for the 1995 Fire Truck in the amount of $77,261.00. Seconded by Lueker. Roll Call Vote – Stella-yes, Lawson-yes, Lueker-yes, Phillips-yes, Schacht-yes. Motion Carried.

 

Clerk/Treasurer Horton presented funding programs for transportation projects, which was prepared by Ruekert & Mielke. Horton wanted to know whether or not Palmyra Street was going to be engineered or worked on over the next two years. It takes time to get funding and estimated costs need to be completed prior to finding financing. The Village of Sullivan does not qualify for any grants at this time, but there are low interest loans available. Discussion followed by the board on engineering. Trustee Lawson is to look into engineering for street projects.

 

Information was provided to the board from Charter Communications. The information was about their upgrade and channel realignment effective March 1,2000. The other information was that the Village of Sullivan received the 1999 franchise fees in the amount of $3,604.66.

 

Motion by Lueker to send Craig Schacht to attend the Board of Review Certification sponsored by the Wisconsin Municipal Clerks Association. The Department of Revenue will be holding the class in Whitewater on February 17,2000. The cost is $14.00. Seconded by Lawson. All board members voted yes. Motion Carried.

 

Motion by Lueker to authorize purchase of a 19" computer monitor, conference table and two chairs, which were budgeted for and are under the budgeted price. Seconded by Lawson. All board members voted in favor. Motion Carried.

 

Motion by Lueker to send Craig Schacht to the Jefferson County Family Impact Seminar to be held in Whitewater March 3,2000. The cost is $15.00. Seconded by Phillips. All board members voted in favor of the motion. Motion Carried.

 

The board gave William Mattke permission to purchase replacement fluorescent yellow School Advance Signs and School Crossing Signs from Decker Supply for a cost of $49.50 per sign, if Mattke determined the price to be a good price.

 

The Clerk/Treasurer presented the board with a list of 30 parcels that are delinquent with real estate and personal property taxes in the amount of $69,219.67. The Clerk/Treasurer will be meeting with the County Treasurer within the next week.

 

The board was presented with a 2000 Community Sewer Rate Comparison, Average Annual Cost per Household prepared by Ruekert/Mielke, Inc. The Village of Sullivan was above average in user fees. However the village will not have to borrow any money or charge an assessment charge for the wastewater treatment plant upgrade.

 

The only Miscellaneous Business is the correspondence from The League of Wisconsin Municipalities. There were no questions or comments from the board.
