President Schacht called the Village Board Meeting to order at 7:00 PM. The meeting is being held in compliance with Wisconsin Open Meetings Laws. Board Members present – Susan Phillips, Craig Schacht, John Lawson, Mark Stella, Patricia Lueker.
Others present – Nathan Schacht, Steve Pease, Bill Mattke, Wally Tetzlaff, Kathy Flood, Dale Zastrow, Brian Mattke, Tryg Aasen, Valentin Blatz, Vincent Blatz.
The minutes of the February 1,2000 and the minutes of the February 23, 2000 meetings were approved as presented.
The Treasurer’s Reports were reviewed and approved as presented.
The Budget Comparisons were approved as presented.
Motion by Lueker to grant an Operator’s License to Jacqueline H. Trudeau (Ulbings). Seconded by Stella. All board members voted yes. Motion Carried.
The following Fire Department Reports were presented –
Chief Pease reported that the new tanker is here and in operation.
The old tanker has been sold and has been picked up.
Chief Pease would like the board to think about issuing burn permits, and having the documentation included in the ordinances.
Trustee Lawson said that Tom Geiger wants to burn debris on Front Street by making small piles and burning the wood. Brian Mattke also had talked to Tom Geiger and told him no burning at this time. A suggestion would be to bring the burning material down to the village wood-burning site, and burning it there, so it would not go into residential areas. President Schacht stated it would be the decision of Fire Chief Steve Pease to make a decision and talk to Tom Geiger.
A question was raised about the readiness of the grass truck. Chief Pease stated that due to circumstances beyond the fire department’s control, the grass truck is not ready yet. It should be done soon.
President Schacht told Chief Steve Pease that the fire department contract with the Town of Concord should start in the near future.
Tryg Aasen, a Community Oriented Policing Officer, with the Jefferson County Sheriffs Department presented various information. First, Officer Aasen explained the WETIP Program. The WETIP Program is anyone who witnesses a crime or knows about a crime can call (800) 78-CRIME and turn the person in anonymously and collect a reward up to $1000. The Sheriff’s Department is handing out paper WETIP signs, but metal ones are available. The village will be ordering five, and Pat’s Eats n Treats wants one. President Schacht will talk to the principal at the elementary school to see if the school is interested in any signage.
Also discussed briefly with the Officer was enforcement of the curfew, with loitering being a big problem with the kids. Vandalism was also discussed, along with speeding. Officer Aasen said he would like to meet with representatives of the board, businesses, and individuals to discuss matters further. A member of the Sheriff’s Department would start attending more Village Board meetings and would like to make their presence more known within the community.
The following Building Inspection Reports were submitted—
Section 13-1-73(b) Occupancy Permit-Occupancy Bond was presented to the board for adoption. Motion by Stella to adopt Village of Sullivan Code of Ordinance Section 13-1-73(b) Occupancy Permit-Occupancy Bond. Seconded by Lueker. Roll Call Vote—Stella-yes, Lawson-yes, Lueker-yes, Phillips-yes, Schacht-yes. Motion Carried.
There were no comments by the board on the written monthly building inspection report.
There is no Parks, Buildings, Grounds & Safety Committee (Lawson, Phillips) reports this month.
There are no reports from the Streets, Sidewalks, Sewer, Utilities & Recycling Committee (Phillips, Lueker).
There is no Budget, Finance; Legal Affairs Committee (Lueker, Stella) reports this month.
The following Personnel Committee (Stella, Schacht) report was presented to the board—
The Clerk/Treasurer is requesting office hour changes. The proposal is starting the second week in April and lasting until the Budget work starts in late August, that Wednesday evening hours are eliminated. Except for board members, no citizens have been coming in. Also starting the first Saturday in May, the office will be open the first and third Saturday, the same as the recycling center. The board has no objection to these office hour changes. Clerk/Treasurer Horton stated he would send the new office hours out with the April sewer bills.
The following reports were brought before the board pertaining to the Public Works Department—
The Compliance Maintenance Report & Resolution pertaining to the Wastewater Treatment Plant was presented to the board for approval. The Resolution reads-RESOLVED that the Village of Sullivan informs the Wisconsin Department of Natural Resources that the Village Board of the Village of Sullivan took the following actions: 1. Reviewed the Compliance Maintenance Annual Report which is attached to the resolution. 2. No other corrective actions need to be taken at this time to maintain effluent requirements contained in the WPDES Permit. 3. In the process of plant upgrade. Plans are being submitted to DNR for final approval within this month.
Motion by Lawson to accept the CMAR Report and adopt the CMAR Resolution. Seconded by Phillips. Roll Call Vote—Stella-yes, Lawson-yes, Lueker-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.
Discussion followed on whether board members should meet with Ken Shackelman from the Jefferson County Highway Department. Jefferson County will be reclaiming Hwy E up to Village Line Road. The board discussed that Palmyra Street (Hwy E) within the Village of Sullivan needed more than reclaiming. It needs to be reconstructed. And engineering needs to be done to determine the streets needs and financing. Since the County will be doing their reclaiming this year, the village will not be ready for reconstruction this year.
Trustee Lawson reported the meeting he and Clerk/Treasurer Horton had with RSV Engineering. Trustee Lawson would like to get an estimate on engineering costs from RSV Engineering. The rest of the village board said they have a "comfort zone’ with Ruekert/Mielke & wish to stay with them. Ruekert/Mielke will be contacted for engineering the Palmyra Street project.
The Recycling Gate lock was discussed since Sprint needs accessibility to the gate. Bill Mattke stated that people in the village that have keys are not locking the village lock within the gas company lock. They are locking it within a chain link. This way the gas company or if Sprint has their own lock, can not get in. Bill to look into a solution.
William Mattke brought to the attention of the board about a sewer problem on Main Street. The Bruce Kaufman property is plugged. The problem is across the street from him in the lateral & main by the riser at a 90-degree angle. No one wants to dig Highway 18 up, but it may be the last resort. Pelikan Plumbing and Bill Mattke are going to call various companies to see if there is any new technology out there that may be available short of digging the highway up.
The following appeared under the classification ‘Citizen Participation’ –
Wally Tetzlaff, living at 702 Palmyra Street, wanted to know if he could install a culvert and cover the ditch up, and pave his driveway. He realizes it may be torn up when the Village has Palmyra Street redone. The board has no objection with him filling in the ditch as long as there is a drainage pipe, and that he realizes that it most likely will get dug up when the street is done. Wally Tetzlaff needs to see the Zoning Administrator for a driveway permit.
A complaint letter received by the board this month concerning speeding on Palmyra Street has been turned over to Jefferson County Sheriff’s Department.
There is no Unfinished Business this month.
The board addressed the following New Business—
Motion by Lawson to adopt Ordinance No Section 2-3-7 Assessor-an ordinance relating to the confidentiality of information about income and expenses requested by the assessor in property assessment matters in the Village of Sullivan. Seconded by Lueker. Roll Call Vote – Stella-yes, Lawson-yes, Lueker-yes, Phillips-yes, Schacht-yes. Motion Carried. (copy of ordinance at back of minutes).
The Jefferson County Highway Department Informational meeting to discuss the county’s seal coating and bituminous paving methods will be Marching 27,2000. All board members and department heads must contact the Clerk/Treasurer by March 15,2000 if interested in attending
The April Village Board Meeting will be held Wednesday, April 5,2000 at 7:00 PM at the Village Hall. The change is due to the Spring Election being held April 4,2000.
The board received information regarding Wisconsin’s "Smart Growth" law. No board action is taken at this time.
The board had received information regarding Madison Area Technical College appointment of board member information. No board action need be taken.
Motion by Schacht to send Dale E. Horton to the Municipal Treasurers Association of Wisconsin Spring Conference being held in Brookfield May 4 & 5, 2000. Seconded by Lueker. All in favor.
Motion Carried.
Trustee Stella hasn’t heard a report from the chairperson of the Village Census Committee on what the committee is doing. President Schacht to contact the chairperson.
Trustee Lawson is concerned about the corner of Front Street and Main, property owned by David Anich. The property is full of junked vehicles. Trustee Lawson and President Schacht to check the ordinances on violations.
The following Miscellaneous Business was brought to the attention of the board –
Municipal Lines, a publication from Virchow, Krause & Company, LLP, was brought to the boards’ attention. The board had no questions or comments.
There were no questions from the board regarding League of Wisconsin Municipality correspondence.
No board member is interested in attending the haring on Goose Overpopulation hosted by Congressman F. James Sensenbrenner, Jr. and Congressman Thomas Petri to be held in Mayville on March 13,2000.
Trustee Lawson reported that William Mattke is getting prices on water heaters and faucets for the wastewater treatment plant.
