President Schacht called the Sullivan Village Board Meeting to order at 7:00 PM. The meeting is being held in compliance with Wisconsin Open Meetings Laws. Board Members present – Craig Schacht, Susan Phillips, John Lawson, Mark Stella, Valentin Blatz.
Others present – Sandra Kellner, John Thompson, Susan Thompson, Barbara Weber, Sebastian Weber, Peggy Chaffey, Jeff Barnecott, Michelle Barnecott, Sandra Stoltenberg, Harriet Zuehlke, Karen Schuett, Kathy Flood, Nancy Wilkowski, Shannon Olson, Melissa Mattke, Linda Horton, Bill Mattke.
President Schacht brought to the attention of the board that ‘Unfinished Business’ would appear prior to ‘Citizen Participation’ this month, unless the board has an objection. The board had no objection.
The minutes of the July 5,2000-board meeting were approved as presented.
The Treasurer’s Reports were discussed and approved as presented.
The Village of Sullivan and Sullivan Sewer Utility Budget Comparisons were approved as presented.
Fire Chief Pease reminded everyone that the annual chicken barbecue is to be held on September 9, 2000 at the park.
The following Parks, Buildings, Grounds & Safety Committee (Lawson, Phillips) presented the following reports –
Trustee Lawson reported on prices for the park building renovation. Projected costs are – furnace-$1,500, Electrical Work-$4,500, Siding & Roofing-$3,000, Doors & Windows-$2,300, Extra material-$3,000, for a total of $14,300. More information to follow next month.
The Streets, Sidewalks, Sewer, Utilities & Recycling Committee (Phillips, Lawson) have no report this month.
There was only one Budget, Finance, Legal Affairs Committee (Blatz, Stella) Report. Clerk/Treasurer Horton wants to meet with the committee to organize the 2001 Preliminary Budget. The committee to meet with the Clerk/Treasurer after the meeting to set a date for the budget meeting.
The Personnel Committee (Stella, Blatz) have no report this month.
The Public Works Department & Wastewater Treatment Plant have no report this month.
The monthly building inspection report was submitted. There was one re-roof, one siding, and one electrical permit issued. There were no comments or questions from the board.
The following Unfinished Business was presented –
Dale Zastrow, representing the Neighborhood Watch Group, presented information to the board. Sandra Kellner and he are chairpersons for the organization. The group meets every third Tuesday at the Village Hall at 6:30 PM. Everyone within the village is invited. Dale Zastrow is asking the board for money for Neighborhood Watch signs. The cost will be no more than $500. Motion by Schacht to allocate up to $500 for Neighborhood Watch signs. Seconded by Blatz. All board members voted yes. Motion Carried.
President Schacht and Trustee Stella reported on the meeting with the attorney concerning Woodcycle, Inc., Geiger property, and other village matters. All legal matters are being pursued, and at this time per the attorney, the board cannot comment or answer questions regarding any of the matters brought before the attorneys.
Trustee Stella reported on the meeting he had with Jefferson County Sheriff’s Deputy Aasen regarding the speeding within the Village of Sullivan. Trustee Stella wanted to inform the Sheriff’s Department to issue citations rather than issue warning tickets.
Clerk/Treasurer Horton updated the board on the Wastewater Treatment Plant Upgrade. Bond issues and insurance issues have been cleared, and all the paperwork is at the attorney’s office for review, prior to going back to the engineers.
The board does not wish to have a plaque with names of the village board on the sewer building nor do they want a nameplate for contractors & engineers.

The village board did not receive any correspondence from Woodcycle, Inc.
Peggy Chaffey reported at the Jefferson County meeting this morning, the Woodcycle issue was tabled, due to the Township of Sullivan had not addressed it. The subject of Woodcycle is to be addressed tonight at the Town of Sullivan Meeting.
Peggy Chaffey wanted to know whether the village could do anything with Woodcycle since they have grown, and changed what they have been doing. Other questions Peggy Chaffey had regarding Woodcycle were pertaining to the littering ordinances, demanding fences to be up, whether the area is a fire hazard, what is considered heavy industry and when does the District Attorney come in to the picture? Mrs. Chaffey also reported that a citation from the DNR has been issued to Woodcycle. Peggy Chaffey stated the problems are real and the health hazards are real.
Michele Barnecott wants the Village Board to enforce its ordinances concerning Woodcycle.
Sandra Kellner wants to hear what the village attorney has to say about Woodcycle.
Sandra Kellner would like the speed limit on Palmyra Street on either side of the Glacial Drumlin Trail reduced to 15 MPH, with reduced speed limit signs ahead of the actual speed limit signs posted.
Beatrice Rowland wanted to know why the handicapped crossings on Highway 18 by Gaugert Automotive are not marked. They are not marked on Palmyra Street either. Trustee Phillips will contact the Department of Transportation.
Beatrice Rowland wanted to know when the area by the parking lot on Highway 18 is going to be landscaped or asphalted. Trustee Phillips said the project is scheduled.
Sebastian Weber reported that Woodcycle is starting to remove some of their materials from his property. Mr. Weber wanted to know what was to be in the letter from Woodcycle. He also wanted to know when members of the board were going to meet with the attorney and when is the public going to have results. Trustee Stella stated that the Board members are to meet with the attorney on Thursday and there is no exact time for results reported.
The board addressed the following New Business –
Motion by Schacht to allocate $250.00 from the Recreation Fund to the Rome/Sullivan Youth Baseball Team. Seconded by Lawson. All board members voted yes. Motion Carried.
President Schacht reported information and a proposal for full time Police coverage. Full time coverage being 72 hours a week (8 hours per weekday and 16 hours per weekend day). Benefits are not included. The cost would be $97,234.00. If this proposal were approved, it would mean a tax increase to village residents of $.77 per thousand dollars of real estate assessment. Trustee Stella stated that he would like to see an Advisory Referendum or Public Forum to get the opinion of the citizens prior to making a decision. There are many different options available to consider and the board needs to discuss this further. A Special Board Meeting is set up for Wednesday, August 9, 2000, starting at 7:00 PM to discuss policing options.
President Schacht reported that he, representatives of Ruekert & Mielke, Bill Mattke, Dale E. Horton, Brian Mattke walked Palmyra Street to give the engineers an idea of what the village wants to do regarding the reconstruction of Palmyra Street.
Correspondence from the Federal Emergency Management Agency (FEMA) was received. It contained letters of map amendments and letters of map revisions based on fill issued to amend or revise the National Flood Map for the Village. All Floodplain lines for the proposed Green Meadows subdivision have been removed. However, this does not override any State or local procedural provisions, which may apply to floodplain management.
The Jefferson County Economic Development Corporation submitted correspondence regarding their goals and strategies and what they have accomplishment. Board members had no questions or comments.
Clerk/Treasurer Horton wanted to let everyone know that the Partisan Primary is Tuesday, September 12,2000.
The following Miscellaneous Business was brought before the board –
Correspondence was received from the National Multiple Sclerosis Society. They will be hosting the 17th annual MS 150 Best Dam Bike Tour on August 5 and 6. The Tour will be coming through Sullivan.
The village received a letter from the United States Census 2000 stating they have completed telephone interviewing and are doing field interviewing, coverage edit follow-up, and coverage improvement follow-up.
Clerk/Treasurer Horton presented the new County Zoning Map. The Village Hall office is in the process of adding street addresses. There will be two larger maps for the hall and office and smaller maps for the Plan Commission, Zoning Board of Appeals and for the Fire Department.
Brian Mattke to find out why the village has not yet received the 1999 Fire Contract fees from the Township of Sullivan.
