President Schacht called the Sullivan Village Board Meeting to order at 7:00 PM on Wednesday, November 8,2000. The meeting is being held in compliance with Wisconsin Open Meetings Laws. Board Members present John Lawson, Susan Phillips, Craig Schacht, Valentin Blatz, Mark Stella.
Others present Shad Peckenpaugh, Linda Horton, Michelle Barnecott, Kay Anklam, Mary Chaffey, Sandra Kellner, Sebastian Weber, Brian Mattke, Vincent Blatz, Steve Pease, William Mattke.
The minutes from the October 3,2000 meeting were approved as presented.
The Treasurers Reports were discussed and approved as presented.
The Village of Sullivan and Sullivan Sewer Utility Budget Comparisons were approved as presented.
There was no Fire Department Report this month.
The Parks, Buildings, Grounds & Safety Committee (Lawson, Phillips) reported that the park remodeling is progressing.
The Streets, Sidewalks, Sewer, Utilities & Recycling Committee (Phillips, Lawson) had no report this month.
The Budget, Finance, Legal Affairs Committee (Blatz, Stella) referred all of the 2001 Budgets to the Village Board for a public hearing and voting for November 15,2000 Special Meeting.
The Personnel Committee (Stella, Blatz) had no report this month.
Trustee Stella stated that the only Public Works Report is that Bill Mattke is looking into four different options for a dump truck.
The board had no questions concerning the Building Inspection Report.
The following appeared under the classification Citizen Participation
Mary Chaffey was representing Tina Falkowski who reported that Woodcycle has been very noisy grinding, and there is a lot of dust that is in the air from the grinding. She is also concerned about her ground water. President Schacht asked if she had her water tested. Mary Chaffey did not know.
Michelle Barnecott is also concerned about the noise from Woodcycle, which has increased this last week. There is also some type of smell coming from Woodcycle. Michelle Barnecott is also concerned about all of the piles of ground up wood, and if they are staying there or being moved.
Sandra Kellner is concerned about the speeding of cars and trucks on Palmyra Street. A possible solution may be installing ripples in the street. President Schacht stated that the speeding needs to be enforced, and the only way to control it would be by having a police department. Speeding is not just limited to Palmyra Street. Sandra Kellner will call Sheriff Quamme to get some deputies out here to get some response and action. Sandra Kellner asked to reduce the speed limit to 15 MPH or to reclassify the street so no trucks could use Palmyra Street. William Mattke reported that Palmyra Street and Highway E is classified as a Class B street, and there are no weight limitations that can be placed on it.
The board addressed the following Unfinished Business
The board discussed with Shad Peckenpaugh of Woodcycle the progress of the abatement order. The noise of the grinders has been up and down depending on the grinder being used. The noise needs to be measured with the noise meter. Shad stated that the company would be bringing in a smaller machine for grinding.
Woodcycle stated they are looking into leasing land outside the village for storage of the materials. If everything works out, they should be moving materials by January 2001.
Shad stated that Woodcycle property has been completely surveyed and cement barriers are being placed along property lines.
Woodcycle is obtaining estimates on building enclosures and an electric grinder.
Sebastian Weber wants a time limit to put up the building. He stated that the wind would be blowing out of the Northwest during the winter, which is to Palmyra Street.
The 903 Front Street property abatement was discussed. Woodcycle has taken two loads off for Thomas Geiger. Thomas Geiger has been cleaning up the property. Trustee Lawson to check to see how much is being cleaned up.
Preliminary Results of the survey for a police department were discussed. The preliminary data shows out of 351 surveys being sent out, 168 have been returned. Full-time police coverage came in at 39; Part-time came in at 30; Contract with Jefferson County Sheriff came in at 36; No police coverage came in at 70. This item is tabled to next month with final results.
Clerk/Treasurer Horton reported that the bid opening for the upgrade to the Wastewater Treatment Plant will be tomorrow, Thursday, November 9,2000 at 2:00 PM.
Clerk/Treasurer Horton reported that the Municipal Financial Seminar on different types of loans and ways to finance projects such as street projects was very informative.
The U.S. Census Bureau reported that the last update was September 7,2000, and the response rate for the Village of Sullivan was at 78%.
Election Results from the Village of Sullivan Polls were presented. (Copies can be picked up at village hall).
The board addressed the following New Business
Trustee Blatz (Personnel Committee) brought to the attention of the board a request for cellular phones for Bill Mattke and Brian Mattke. Trustee Blatz said it would benefit communications between the two employees and could be taken from the sewer budget. Bill Mattke said that pagers would not be needed if phones were purchased. The board indicated they needed more information before voting on phones. This item is tabled to next month for the Personnel Committee to get information from other phone carriers.
Motion by Schacht to approve the 2001 Humane Society of Jefferson County Contract for small animal collection. The cost staying the same as 2000, $2.00 per person per census information. Seconded by Lawson. Roll Call Vote Stella-yes, Lawson-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried.
The Tax Incremental District No. 1 Final Report was presented to the board. Clerk/Treasurer Horton explained that TID No. 1 was dissolved in 2000 and will no longer collect tax increments. The amount of tax increments collected, which exceeds project costs, is refundable to the overlying taxing districts. The School District of Jefferson received $88,087; Madison Area Technical College received $11,169; Jefferson County received $38,570; The Village of Sullivan received $47,698.

Motion by Schacht to adopt and approve the budget amendments as presented. Seconded by Blatz. Roll Call Vote Lawson-yes, Stella-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried.
Clerk/Treasurer Horton explained to the board about Sequal Capital Corp., who supposedly has personal property within the village. The company was issued a personal property tax bill but the village hall office cannot find where in the village the personal property is located. The Clerk/Treasurers Office has checked on the company, and cannot find that the company is in business. Motion by Blatz to write off the 1999 Personal Property Tax in the amount of $34.73. Seconded by Schacht. All board members voted yes. Motion Carried.
Motion by Lawson to grant an Operator License to Brenda Robertson (Pourmans). Seconded by Phillips. All in favor. Motion Carried.
Clerk/Treasurer Horton notified the board and public that nomination papers for village president and two trustee positions will be available Friday, December 1,2000. The nomination papers must be taken out in December and returned by the first Tuesday in January to run for the positions to be elected in Spring.
