President Schacht called the Special Board Meeting to order at 7:00 PM. The meeting is being held in compliance with Wisconsin Open Meetings Laws. Board Members present – Craig Schacht, Susan Phillips, Valentin Blatz, John Lawson, Mark Stella.

Others present – Sandra Kellner, Patricia Lueker, William Mattke.

The first order of business is the discussion and adoption of Village Ordinance 4.3(a)(1-15A) Compensation & Insurance for Village Employees. President Schacht stated he wanted to discuss and determine the ordinance in sections.

The first discussed was item number one in the ordinance pertaining to the Director of Public Works/Chief Wastewater Treatment Plant Operator. Discussion took place regarding the Personnel Committee’s recommendation. The board wanted to know the reasons regarding the recommendation. Motion by Schacht to grant a 4% salary increase, health insurance premium to be paid 80% employer, 20% employee with an employer paid cap of $500 per month, and no dental insurance. The rest of the Personnel recommendation would stay in place. Seconded by Phillips. Roll Call Vote – Stella-no, Lawson-no, Blatz-no, Phillips-yes, Schacht-yes. Motion Defeated.

Motion by Blatz to approve and adopt the ordinance-item number one by keeping the proposed Personnel recommendation of 5% salary increase, change the health insurance premium to be paid 80% by the Village and 20% by the employee with a cap of $500 per month from the Village, and no dental insurance paid by the Village. All other benefits would stay as proposed. Seconded by Stella. Roll Call Vote – Stella-yes, Lawson-yes, Blatz-yes, Phillips-no, Schacht-no. Motion Carried with 3-2-majority vote.

Motion by Schacht to approve and adopt the ordinance and recommendation of the Personnel Committee except to delete any reference to dental insurance in regards to Number 2 through Number 7, Number 9 through Number 16. These positions include all other employees and appointed positions. Seconded by Stella. Roll Call Vote – Stella-yes, Lawson-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.

Personnel Committee Trustee Stella stated that the committee would like to rescind the wage increase for the Village Board Trustees. Motion by Schacht to approve and adopt the ordinance Number 8 regarding Village Board Trustees that their salary remain at $1,000 per year. Seconded by Stella. Roll Call Vote – Stella-yes, Lawson-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.

At this time the Ordinance for Compensation and Insurance for Village Employees has all been completed and has been adopted by the board.

The 2001 Sullivan Sewer Utility Proposed Budget is discussed next. The Village of Sullivan Sewer Utility Budget Ordinance reads as follows – As Basis for the Sewer User Fees Levied for the Village of Sullivan Sewer Utility for the Year 2001 Section 1 – Operating Expenses-$131,688.00; Operating Revenues-$193,700.00. Section 2 – The 2001 Budget is to be for the uses and purposes set forth in the Budget, with the Clerk/Treasurer to be authorized and directed to use the Sewer User Fee and other Revenues to offset the expenses per the Budget. This ordinance shall take effect and be in force from and after it is posted. Motion by Schacht to approve and adopt the Village of Sullivan Sewer Utility Budget and Budget Ordinance as submitted by the Budget Committee and amended by the board. Seconded by Blatz. Roll Call Vote – Stella-yes, Lawson-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.

The proposed Village of Sullivan Budget Proposal was discussed and gone through with some changes occurring from what the Budget Committee proposed. The 2001 Village of Sullivan Budget Ordinance reads as follows -–As a basis for the General Property Taxes Levied for the Village of Sullivan for the Year 2001. Section I – General Operational Expenses $342,490.00; Revenues - $172,750.00; Total General Property Taxes For Village Purposes - $169,740.00. Section II – There is hereby levied a tax of $169,740.00 upon the taxable property within the Village of Sullivan as returned by the assessor in the year 2001 for the uses and purposes set forth in the Budget. Section III – The Village Clerk/Treasurer be and hereby authorized and directed to spread the said tax upon the current tax roll of the Village of Sullivan. Section IV – This Ordinance shall take effect and be in force from and after it is posted on 11-17-00. Motion by Schacht to adopt and approve the Village of Sullivan 2001 Budget and Budget Ordinance as presented by the Budget Committee and amended by the Village Board. Seconded by Stella. Roll Call Vote – Lawson-yes, Stella-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.

Motion by Schacht to approve and adopt the 2001 Village of Sullivan Debt Service Fund Budget and Ordinance. The Debt Services Expenses are $31,802.00. The Total Debt Service to be collected is included in the Village of Sullivan Budget, and shall take effect and be in force from and after it is posted on 11-17-00. Seconded by Stella. Roll Call Vote – Lawson-yes, Stella-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.

There were no questions or comments regarding the Capital Projects Summaries, which are part of the long term planning for various departments of the village. Parts of the summaries do get included within the various budgets.

Motion by Schacht for the Village Board to authorize purchase of windows based accounting software with either an upgrade from Windows 95 to Windows 98 or Windows ME, as directed by the Personnel Committee. The reason of the purchase at this time is of the significant savings if purchased at this time. Seconded by Blatz. Roll Call Vote – Stella-yes, Lawson-yes, Blatz-yes, Phillips-yes, Schacht-yes. Motion Carried by unanimous vote.

Motion by Schacht to adjourn the special board meeting. Seconded by Stella. All board members voted yes. The Special Board Meeting was adjourned at 8:25 PM.
