Participants:

Summary of Discussion:
Introduce Matt Peters, Project Planner, Foth & Van Dyke
- Ken Jaworski presented the agenda and introduced Matt Peters, the
new Project Planner responsible for working with the Town in the
development of its comprehensive plan.
- Matt Peters gave a brief introduction regarding his background and
experiences working for the Brown County Planning Commission, Town
of Suamico, and the Bay-Lake Regional Planning Commission.
Review Revised Timeline
- Ken Jaworski presented a revised timeline and pointed out that
Phase I, public participation is finishing up, while Phase II, plan
inventory and development is just starting. Phase II is grant
eligible and $12,500 has been awarded through the Wisconsin
Department of Administration and will be applied to offset the cost
of the Town's comprehensive plan.
- Tom Sloan expressed a concern regarding the DOT's contribution
to the comprehensive funding and whether or not the Town would still
be receiving the funds and if they will be able to use them for
comprehensive planning. Ken Jaworski assured the PAC that they would
be receiving the funds.
Review Public Workshop Results
- Matt Peters presented the results of the Public Workshop that was
held at the Town Hall in February. Matt explained the significance
of reporting three measures of central tendency - mean, median and
mode and summarized the findings from the workshop.
- Ken Jaworski explained that there was general consensus among the
workshop participants on a variety of issues, however there were
only a few strong mandates that would be able to provide a clear
directive to the PAC.
- The PAC acknowledged that they are going to be responsible for
evaluating planning concepts and alternatives and explaining the
pros and cons of each to the public. The PAC also expressed an
understanding that education of the committee and the public will be
important to the planning process.
- Greg David explained that perhaps Ed Minihan, Town of Dunn could
be invited to give a presentation to the PAC and the community
regarding there experiences with a self funded and administered
Purchase of Development Rights (PDR) program as part of a public
education program.
- Tom Sloan notified the PAC that the DNR has a Land Legacy program
that establishes criteria and identifies future land for acquisition
in the state for habitat, open space and recreational purposes. $460
million has been allocated to this program. Tom suggested that the
DNR could partner with the Town to identify lands that would be
eligible for this program. Some of the PAC members expressed concern
regarding the DNR and their past land acquisition programs. PAC
members talked about how things may be changing under the direction
of the new Governor and secretary of the DNR. Ken Jaworski advised
the PAC that the purpose of the Land Legacy program is not to
purchase land for buffer and protection from city annexation and
that areas identified for this program should be based on sound
criteria as established during the agricultural, natural and
cultural resources inventory.
- Tom Sloan commented on the economic development analysis and
explained that the Town should consider the possibility of an office
park/development in addition to consideration of clean and
sustainable industry. Discussion regarding the need for sewer and
water occurred. Richard Gimler explained that the City's policy is
not to extend sewer and water without annexation. More discussion
occurred regarding COMM 83 and large-scale, community onsite septic
systems.
- The PAC decided that the community should be notified of the
Public Workshop Results via the Town Newsletter and a Press Release.
Copies will also be available at the Town Hall and local libraries.
Finalize Public Participation Plan
- The PAC made minor changes to the Public Participation Plan and
approved it for adoption by the Town Board.
- The PAC decided that it did not want to pursue Foth and Van Dyke
developing a website regarding the planning process for the Town.
Greg David mentioned that maybe some of the information could be
posted on the GoJefferson.com website.
- Richard Gimler explained that the Town did not budget money for
the development of a website and the people would have to decide on
it at the Annual Meeting.
Finalize Vision Statement
- The PAC decided to hold off on making a decision until the next
meeting.
- Open Discussion (public comments/announcements)
- The PAC discussed a variety of issues relative to the HWY 26
bypass including alternative routes.
Action Items
Foth & Van Dyke:
- Prepare a summary of the Workshop results for the newsletter and a
Press Release for the local paper.
- Amend the Public Participation Plan and Resolution and send to Clerk
prior to Tuesday's Town Board Meeting, March 13, 2001 so it can be
put on agenda for adoption.
- Need to formalize the agenda and include procedures for approving
the agenda, minutes, and adjournment.
- Mail copy of website article from the Municipality to Richard
Gimler
- Finalize Public Workshop Report
Planning Advisory Committee:
- Town will make final copies of Workshop report for PAC from master
that will be sent by Matt and place copies for review at Town Hall and
Library.
- Town will place Workshop summary in newsletter.
- Be prepared to decide on a Vision Statement at the next PAC meeting.
- E-mail or call Matt Peters with any information that can help bring
him up to speed on current events and past planning activities in the
Town
