Summary of Discussion:
Call Meeting to Order
- Tom Sloan called the meeting to order at 6:40 pm.
Approval of Agenda
- Tom Sloan read the agenda.
- Greg David motion to approve, Mary Horack seconded the motion,
unanimous approval by PAC.
Approval of Minutes from March 7, 2001 PAC Meeting
- Minutes were sent with packets and agendas. Tom Sloan asked if
there were any corrections, additions or deletions. None stated.
- Greg David motion to approve minutes as submitted, Julie Logemann
seconded the motion, unanimous approval by PAC.
Approval of all Previous Minutes
- Minutes from all previous meetings were sent with packets and
agendas. Tom Sloan asked if there were any corrections, additions or
deletions. None stated.
- Greg David motion to approve minutes as submitted, Julie Logemann
seconded the motion, unanimous approval by PAC.
Finalize Vision Statement
- The PAC discussed the two alternative vision statements prepared
for the PAC's review. Consensus was that the second option
(paragraph format) was the preferred alternative.
- The PAC decided to modify the last sentence of the vision
statement. A period is to be placed after the word
"economy" and the last part of the sentence - "making
it a sought after oasis amidst rapidly developing cities" would
be deleted from the vision statement.
- Greg David made a motion to approve the vision statement as
modified, Bill Reichertz seconded the motion, unanimous approval by
the PAC.
Review Jefferson County Goals and Objectives and Plan Recommendations
- Matt Peters presented a detailed timeline identifying work
products for each meeting throughout the planning process.
Discussion took place regarding the committee meeting on their own
in August to review the Inventory Report, and to have Matt attend
the Public Hearing in May 2002 instead of the August 2001 PAC
meeting.
- Greg David explained that Ed Minihan, Chairman from the Town of
Dunn would be willing to give a presentation free of charge to the
Pac and residents of the Town of Watertown. Greg will try to
schedule the meeting for July or August.
- Matt Peters presented an overview of the Jefferson County
Agricultural Preservation and Land Use Plan. Matt highlighted the
recommendations and policies of the plan relative to agricultural
preservation areas, urban service areas, environmental corridors,
and rural hamlets.
- Matt Peters handed out copies of the consensus points and goals
and objectives from the Jefferson County Plan. The PAC did not
review at the meeting due to time constraints. The PAC will review
before the next meeting and identify statements that they agree or
disagree with in order to help formulate the Town's own goals and
objectives.
Review Land Use Inventory and Acreage
- Matt presented the land use map and acreage calculations for the
Town of Watertown. The inventory was completed in 1996 as part of
the county's planning efforts. Approximately 10% of the town
consists of intensive land uses (residential, commercial, roads, and
other built features). The remaining land (approximately 90%)
consists of passive land uses or open spaces (ag lands, wetlands,
woodlands etc...).
Distribution of Utilities and Community Facilities Questionnaire
- Matt asked for volunteers from the PAC to fill out any of the
questionnaires they could. It was decided that Dick Gimler wold give
the questionnaires to Jim Wendt, Town Clerk who could distribute
them to the appropriate people.
Open Discussion (public comments/announcements)
- The PAC discussed a variety of issues relative to the HWY 26
bypass including alternative routes. Dick Gimler would like to see
the PAC review the two proposed alternatives (east and west bypass)
in order to make a recommendation to the town for an official
endorsement. Discussion took place regarding the pros and cons of
each alternative.
- Greg David explained that John Foust, webmaster of "gojefferson.com"
would be willing to post information regarding the town's planning
process on the website for free.
- John David is the new Mayor for the City of Watertown.
- Adjournment
- Mary Horack motion to adjourn, Greg David seconded the motion,
unanimous approval by the PAC.
Action Items
Foth & Van Dyke:
- Matt will call Jim Wendt, Town Clerk regarding the community
facilities questionnaire.
- Matt will make copies of the land use map (11"x17") for
PAC members.
- Matt will call John Foust, webmaster for "gojefferson.com"
to coordinate placing information regarding the Town of Watertown's
planning process on the website.
Planning Advisory Committee:
- Review Jefferson County goals and objectives and identify statements
that you agree or disagree with.
- Greg David will set up a meeting date with Ed Minihan for a
presentation regarding PDR.
