Summary of Discussion:
Call Meeting to Order
- Matt Peters called the meeting to order at 6:38 pm.
Approval of Agenda
- Matt Peters read the agenda.
- Mary Horack motion to approve, Pat Steuhler seconded the motion,
unanimous approval by PAC.
Approval of Minutes from April 4, 2001 PAC Meeting
- Minutes were sent with packets and agendas. Tom Sloan asked if
there were any corrections, additions or deletions. None stated.
- Bill Reichertz motion to approve minutes as submitted, Pat
Steuhler seconded the motion, unanimous approval by PAC.
- Discussion took place regarding Ed Minihan's presentation
regarding the Purchase of Development Rights July 11, 2001. Ed
requested that the meeting be with the Town Board and PAC to discuss
PDR. If the Town decides to pursue PDR as a viable implementation
tool, a public information al meeting would be held at a later date.
Review Draft Agricultural, Natural and Cultural Resources Element
- Matt Peters reviewed a variety of maps that have been prepared
including Water Feature Data, Other Environmental Data, Prime Soils,
Land Cover, Land Use, Existing Facilities, Existing Transportation
Facilities and Jefferson County Preferred Land Use.
- Greg David stated that we should get copies of the preferred land
use maps from the City of Watertown Comprehensive Plan in order to
know what the City has in mind for the Extraterritorial Review
Jurisdictional Area.
- Tom Sloan informed the PAC of his recent discussions with the DNR
regarding the Land to Legacy program. Tom has talked to DNR
representatives regarding green ways and connections to parks and
environmental features in Jefferson County through the Town of
Watertown.
- Tom also mentioned that he talked with Ed Minihan regarding the
idea of the Town serving as the recreational and open space area to
serve the needs of the Village of Johnson Creek and the City of
Watertown.
- Matt Peters highlighted information from the Agricultural, natural
and Cultural Resources Element. Discussion took place regarding
wetlands, floodplains, groundwater, air quality and soils. Greg
David expressed concern for large corporations such as Perrier
exploiting the town's natural resources. Discussion took place
regarding a local contaminated soil and groundwater site within the
Town.
- Several ideas and recommendations for the Implementation of the
Comprehensive Plan were discussed including the Town instituting a
tax to create a disincentive for the location of a future landfill
in the Town, an ordinance to deal with cell towers, and a local
moratorium ordinance on development within wetlands until the state
can pass legislation to protect them.
- Greg David suggested that a member of the Town Board request a
"build out" map for the Town of Watertown based on
existing zoning. Mike Klecker volunteered to make this request on
behalf of the Town Board.
Review Population, housing and Economic Data Trends
- Matt Peters presented 4 tables related to population and housing
in the Town of Watertown and selected areas.
- The PAC updated the exsiting facilities map by identifying
utilities and community facilities such as the Town hall and shop,
local boat landings and other public buildings.
Review Draft Town of Watertown Goals and Objectives
- Due to a lack of time, it was decided that the PAC would review
the Draft Goals and Objectives prior to the next meeting and would
bring additions, corrections or deletions to the next meeting.
Open Discussion (public comments/announcements)
- Bill Reichertz presented information to the PAC regarding the
Family Farm Protection Act which is being included as part of the
State Budget Amendment.
- Matt Peters asked if any of the PAC would be interested in driving
the Town roads in order to update the land use inventory for the
Town. Mary Horack said she would mention it to her husband. George
Steuhler recommended that Matt contact Dick Gimler.
- Greg David presented the PAC with information regarding an
environmental group's website; www.rprogress.org.
- Adjournment
- Pat Steuhler motion to adjourn, Mary Horack seconded the motion,
unanimous approval by the PAC.
Action Items
Foth & Van Dyke:
- Matt will contact Bob Horack, Dick Gimler or George Steuhler to
assist with an update of the Town's land use inventory.
- Matt will stop at the local library to research historical and
cultural sites in the Town of Watertown and will check out "Watertown
Remembered."
Planning Advisory Committee:
- Review Draft Watertown Goals and Objectives prior to the next
meeting.
